When will the multi-level marketing registration certificate be revoked?

Article 16 of Decree 137/2026/ND-CP on management of multi-level business activities (effective from July 1, 2026), stipulates the revocation of certificates of registration of multi-level sales activities as follows:

1. The Ministry of Industry and Trade revokes the certificate of registration of multi-level marketing activities in the following cases:

a) Business registration certificates are revoked or businesses are dissolved or bankrupt according to the provisions of law;

b) Dossier requesting a certificate of registration of multi-level marketing activities containing false information;

c) Enterprises are sanctioned for one of the violations specified in points b, d, e, g, clause 1; points a, b, c, d, đ, clause 2, Article 10 of the Law on Protection of Consumer Rights; clause 14, Article 40; Article 46; clause 3, Article 47 of this Decree in the process of organizing multi-level marketing activities in accordance with the law;

d) Enterprises do not promptly remedy according to the request of competent authorities on managing multi-level marketing activities to fully meet the conditions specified in Article 8 of this Decree in the process of multi-level marketing activities.

2. The certificate of registration of multi-level marketing activities expires from the date the decision to revoke the certificate of registration of multi-level marketing activities takes legal effect.

3. Order and procedures for revoking the certificate of registration of multi-level marketing activities:

a) The Ministry of Industry and Trade issues a decision to revoke the certificate of registration of multi-level marketing activities when one of the cases specified in Clause 1 of this Article occurs;

b) Within 10 working days from the date the decision to revoke the certificate of registration of multi-level marketing activities takes effect, the Ministry of Industry and Trade is responsible for notifying the Provincial People's Committee nationwide in one of the methods specified in Clause 5, Article 11 of this Decree and announcing it on the website of the Ministry of Industry and Trade.

Thus, from July 1, 2026, the multi-level marketing registration certificate will be revoked according to the above regulations.
