What responsibilities do multi-level marketing sellers have?

Clause 1, Article 41 of Decree 137/2026/ND-CP on management of multi-level business activities (effective from July 1, 2026), stipulates that multi-level marketing participants are responsible for:

a) Keeping multi-level marketing participation contracts;

b) Only perform marketing, sales and multi-level marketing network development activities after being granted a Membership Card;

c) Presenting a Membership Card before introduction or marketing, sales;

d) Compliance with multi-level marketing participation contracts and business operating rules;

e) Providing complete and truthful information when introducing multi-level marketing enterprises, goods traded in multi-level marketing methods, reward plans and operating rules of multi-level marketing enterprises;

e) Not providing information about food in the form of using images, equipment, clothing, names, letters from units, medical facilities, doctors, pharmacists, medical staff, thank-you letters, thank-you words from patients, articles from doctors, pharmacists, medical staff; not providing information about food with content posted, quoted, cited or stating patients' opinions describing food as having a treatment effect.

Thus, from July 1, 2026, traders have the above responsibilities.
