Principles of operation of security forces at the grassroots level?

Article 4 of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level (effective from July 1, 2024) stipulates the principles of organization and operation of forces participating in protecting security and order at the grassroots level as follows:

1. Comply with the Constitution and laws; protect and ensure human rights and civil rights; protect the interests of the State and the legitimate rights and interests of organizations and individuals; rely on the People and be subject to the People's supervision.

2. Be subject to the comprehensive leadership of the Party Committee, the management of the People's Committee at the commune level; the guidance, assignment and inspection of the Commune-level Police in performing tasks according to the provisions of this Law.

3. Meet security and order protection requirements; suitable to the socio-economic conditions of each locality.

4. No gender discrimination among forces participating in protecting security and order at the grassroots level.

Thus, the principles of organization and operation of forces participating in protecting security and order at the grassroots level are stipulated as above.
