New regulations on professional standards for teachers

The Lao Dong Newspaper Legal Consulting Office replied:

Article 13 of the 2025 Law on Teachers (effective from January 1, 2026) stipulates the professional standards for teachers as follows:

1. Teacher professional standards are a system of standards for each teacher title, including standards on teacher ethics; standards on training and fostering qualifications; standards on professional competence and skills.

2. The professional standards of teachers are applied uniformly to teachers in public educational institutions and non-public educational institutions.

3. Education management agencies and educational institutions shall use professional standards for teachers in recruiting, arranging, evaluating, training, and fostering teachers; developing and implementing policies for developing the teaching staff.

4. Teachers use professional standards to self-assess their qualities and abilities; develop and implement a plan for continuous training, fostering and developing their careers.

5. The Minister of Education and Training shall specify in detail the professional standards of teachers, except for the cases specified in Clause 6 of this Article.

6. The Minister of Public Security and the Minister of National Defense shall specify in detail the professional standards of teachers under their management authority.

Thus, the professional standards of teachers are regulated as above.
