The seniority allowance for teachers is a financial treatment regime to recognize and encourage the dedication of teachers in the teaching process.
For this reason, seniority allowances always receive a lot of attention from the teaching staff. Recently, the Ministry of Education and Training has received many questions surrounding seniority allowances such as conditions for enjoyment, how to calculate allowances, etc. Among them, there is a question from Ms. Le Thi Hien.

Ms. Le Thi Hien graduated from a pedagogical university in 2010 and taught continuously under contract from September 2010 to January 2014.
In February 2014, Ms. Hien was recruited as a civil servant with the title of High School Teacher with code 15.113 (from June 2016 as a Grade III High School Teacher with code V.07.05.15). At the same time, Ms. Hien has participated in insurance continuously since July 2011 until now.
Ms. Hien asked: "How am I eligible for seniority allowances for teachers? Can I be counted as senior for the time I have not been recruited and have participated in insurance? ".
Regarding this issue, the Ministry of Education and Training responded on the Government Electronic News Portal as follows:
The seniority allowance regime for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government. Accordingly, the time for calculating seniority allowances for teachers includes teaching and education time with compulsory social insurance contributions in public educational institutions (or non-public institutions if employees are subject to compulsory social insurance according to the provisions of the law on labor and education).
For teachers with teaching and education experience and who have paid compulsory social insurance for 5 years (60 months) will be entitled to seniority allowances equal to 5% of their current salary, plus leadership position allowances and seniority allowances exceeding the framework (if any). From the 6th year onwards, each year will be charged an additional 1%.
Ms. Le Thi Hien was recruited as a civil servant in the education sector in February 2014, had previously taught under contracts at the school and had paid compulsory social insurance since July 2011. Based on current regulations, the Ministry of Education and Training said that teaching time from July 2011 will be accumulated to consider seniority allowances.
When appointed to the professional title of teacher, regardless of the probationary period, if she has been teaching continuously for 5 years (or accumulated), she is eligible for seniority allowance as a teacher.
