Clause 3, Article 3 of Decision No. 08/2026/QD-TTg of the Prime Minister on credit for people after drug detoxification (effective from May 1, 2026) stipulates borrowing capital for production, business, and job creation as follows:
a) Workers who are people after drug detoxification are able to borrow capital from the Vietnam Bank for Social Policies for production, business, and job creation.
b) Production and business establishments including small and medium-sized enterprises, cooperatives, cooperative unions, cooperative groups, business households (hereinafter referred to as production and business establishments) using labor that is people after drug detoxification.
Clause 2, Article 4 of Decision No. 08/2026/QD-TTg stipulates the loan conditions as follows:
2. Production and business establishments that meet the following conditions:
a) Established and operating in accordance with the law.
b) Having used at least 10% of the total number of workers who are people after drug detoxification and have labor contracts according to the provisions of labor law. In case the person after drug detoxification is a member of the same household as the business household owner or is a member of the business household, the labor contract is not required.
Workers who are people after drug detoxification at production and business establishments must be named in the list according to the Form attached to this Decision or have a Decision on management after drug detoxification at the place of residence with a period from the date of issuance of the Decision to the time the production and business establishment requests a loan not exceeding 10 years.
c) Have a plan to borrow capital for production, business, and job creation.
Thus, from May 1, 2026, businesses that meet the conditions according to regulations will be supported with loans when using employees who are people after drug detoxification according to the above regulations.
