Currently, non-state enterprises in Lao Cai province are developing rapidly but are small in scale, labor is volatile, and the establishment of grassroots trade unions faces many difficulties. Faced with that reality, the Provincial Labor Federation has identified the development of union members as a "breakthrough point", gradually expanding trade union organizations in this area.
Trade union levels have proactively coordinated with the Economic Zone Management Board and the Industrial Zones Management Board to review businesses and make a list of potential units for direct propaganda and mobilization.
Propaganda content is flexibly innovated, combining social networks with a core team of officials to reach workers right at the enterprise.

Ms. Dinh Thi Hong Lan - Deputy Head of the Trade Union of Industrial Parks of Lao Cai province said that timely grasping the labor and employment situation has helped the mobilization work become more substantive.
Every propaganda activity is associated with caring for welfare so that workers can clearly see their rights when participating in trade unions," Ms. Lan said.
Thanks to the synchronous approach, from the beginning of 2026 to now, Lao Cai province has established 3 grassroots trade unions, admitting 300 new union members. The Trade Union Board of Industrial Parks currently manages 51 grassroots trade unions with more than 15,800 union members.
Ms. Dinh Thi Hong Lan emphasized that the development of union members not only expands the organization but also contributes to building harmonious and stable labor relations, creating a foundation for sustainable business development.
