On January 20, the Government Office said that Prime Minister Pham Minh Chinh had just signed Decision No. 138/QD-TTg consolidating the Steering Committee for implementing the National Assembly's Resolutions on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (HCMC).
The decision clearly states that Prime Minister Pham Minh Chinh will be the Head of the Steering Committee.
The Standing Deputy Head of the Steering Committee is Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang.
Deputy Head of the Steering Committee is Minister of Finance Nguyen Van Thang.
Members of the Steering Committee include: Minister, Chairman of the Government Office Tran Van Son; Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc; Minister of Science and Technology Nguyen Manh Hung; Deputy Minister of Finance Nguyen Duc Tam; Deputy Minister of Home Affairs Truong Hai Long; Deputy Minister of Justice Nguyen Thanh Tu; Deputy Minister of Construction Bui Xuan Dung; Deputy Minister of Agriculture and Environment Le Cong Thanh; Deputy Minister of Industry and Trade Phan Thi Thang.
The Steering Committee is an inter-sectoral coordination organization to help the Prime Minister study, direct, and coordinate in resolving important inter-sectoral tasks in the process of organizing the implementation of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City and Resolution No. 260/2025/QH15 of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15.
According to the decision, the Steering Committee has the task of assisting the Prime Minister in urging relevant ministries and agencies to organize the implementation of Resolution No. 98 and Resolution No. 260; researching and proposing to the Prime Minister directions and solutions to solve important inter-sectoral issues regarding the implementation of Resolution No. 98 and Resolution No. 260.
Direct and coordinate between relevant ministries, agencies, and organizations in resolving important and inter-sectoral issues regarding the implementation of Resolution No. 98 and Resolution No. 260; direct relevant ministries, agencies, and organizations to implement the Regulations on organization and operation of the Steering Committee, the Plan for implementation of Resolution No. 98 and Resolution No. 260, and other related tasks in Resolution No. 98 and Resolution No. 260 according to assigned functions and tasks.
Closely and effectively coordinate in advising and proposing solutions to implement Resolution No. 98 and Resolution No. 260; promptly report difficulties and obstacles beyond authority and propose solutions to submit to competent authorities for consideration and handling of inadequacies arising in practice (if any).
Perform other specific tasks assigned by the Prime Minister related to the implementation of Resolution No. 98 and Resolution No. 260.
