Article 12 of Decree 60/2026/ND-CP Regulating national security industrial complex (effective from February 13, 2026), stipulates state policies for members participating in national security industrial complex as follows:
1. Be protected by the state for legitimate rights and interests in the process of participating in the operation of the national security industrial complex. Be provided and used for information within the scope of serving the deployment of tasks and contracts of the national security industrial complex.
2. Priority is given to assigning tasks, placing orders, appointing contractors or supporting, investing, and lending through the Security Industry Development Investment Fund to implement programs, projects, research, design, manufacturing, production, completion, supply, repair, renovation, improvement, and modernization of security industry products and services according to specialization.
3. To joint venture, associate, and sign contracts with components of the national security industrial complex to perform the tasks of researching, designing, manufacturing, producing, completing, supplying, repairing, renovating, improving, and modernizing security industrial products and services. Priority is given to accessing and transferring modern dual-use science and technology from state agencies, organizations, and enterprises and in the national security industrial complex.
4. Enterprises that implement contracts for research, design, manufacture, testing, production, completion, and supply of security industry products and services are entitled to a minimum reduction of 10% of land rent in security industrial parks and dual-use security industrial parks; preferential use of infrastructure and equipment invested by the state to perform tasks and contracts of national security industrial complex; enjoy tax incentives according to the provisions of tax law when receiving transfer, research, design, manufacture, production, completion, supply, repair, renovation, improvement, modernization of security industry products and services; are entitled to credit incentives according to the provisions of law; are guaranteed funding and paid on time.
5. Be exempted from civil liability when performing scientific, technological and innovative activities serving research, design, manufacturing, production, completion, supply, repair, renovation, improvement, modernization of industrial security products and services according to assigned tasks due to objective reasons, although fully implementing procedures approved by competent authorities.
6. When assigned tasks, ordering or signing contracts to carry out research, design, manufacture, production, completion, supply, repair, renovation, improvement, modernization of security industry products and services, members participating in the national security industry complex are entitled to preferential policies and support from the State applied to public-private partnerships to invest in scientific research, technology development, innovation and digital transformation.
Thus, from February 13, 2026, members participating in the national security industrial complex will enjoy the above-mentioned policies of the state.
