Article 15 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level stipulates the selection of members of the Security and Order Protection Team as follows:
1. Based on the requirements of security and order at grassroots level, the commune -level police shall advise the People's Committees of the same level to develop plans and organize the selection of members of the security and order groups to ensure standards and conditions in accordance with the provisions of Clause 4, Article 14 of this Law.
2. The selection of members of the Security and Order Protection Team must be public, democratic, and in accordance with the provisions of law.
3. Priority is given to selecting citizens who have served in the People's Public Security, the People's Army, and the Part-time Commune Police who have completed their duties, citizens who are knowledgeable about customs and practices, have prestige in the community, or have participated in the force to protect security and order at the grassroots level.
4. The Minister of Public Security stipulates the dossier, order, and procedures for selecting members of the Security and Order Protection Team.
Thus, those who are part-time commune police officers who have completed their tasks will be the priority subjects selected to join the security and order protection force at the grassroots level.
