Lao Dong Newspaper Legal Consulting Office replied:
Clause 3, Article 51, Decree 168/2024/ND-CP (effective from January 1, 2025) stipulates the procedures for restoring driving license points in cases where all driving license points have been deducted.
a) After the driver's license holder has all points deducted from the test on knowledge of laws on road traffic order and safety and meets the requirements, the test results will be updated into the software for testing knowledge of laws on road traffic order and safety and the data will be synchronized with the Database on handling administrative violations of road traffic order and safety. The driver's license score data will be restored to 12 points and automatically updated in the Database on handling administrative violations of road traffic order and safety;
b) Immediately after the driver's license points data is restored to 12 points, the competent person specified in Point b, Clause 1 of this Article shall notify the person whose driver's license points are restored of the points restoration;
c) Notification of driver's license point restoration shall be made in writing according to the form prescribed by the Minister of Public Security and shall be delivered directly or sent by post or notified electronically through the citizen's account registered on the Public Service Portal, Traffic Application on mobile devices; at the same time, information on the driver's license with points restored shall be updated on the Traffic Police Department's website. In case the driver's license is presented in the form of a data message, the competent authority or person shall update the driver's license point restoration status in the electronic identification card, electronic identification account on the national identification application.
Thus, the order and procedures for restoring driving license points in cases where all driving license points have been deducted are prescribed as above.
