Can I drive after having all my points deducted from my driver's license?

Article 58 of the Law on Road Traffic Order and Safety 2024 (effective from January 1, 2025) regulates driving license points as follows:

1. Driver's license points are used to manage the driver's compliance with laws on road traffic order and safety on the database system on road traffic order and safety, Includes 12 points. The number of points deducted for each violation depends on the nature and severity of the violation of the law on road traffic order and safety. Data on points deducted from the violator's driver's license will be updated into the database system immediately after the penalty decision takes effect and notified to the person whose driver's license points were deducted.

2. A driver's license that has not had all its points deducted and has not had points deducted within 12 months from the date of the most recent point deduction will be restored to full 12 points.

3. In case the driving license has all its points deducted, the driver's license holder is not allowed to drive a vehicle participating in road traffic according to that driving license. After at least 6 months from the date all points are deducted, the driver's license holder can participate in testing the content of legal knowledge on road traffic order and safety according to the provisions of Clause 7, Article 61 of this Law is organized by the Traffic Police force. If the results are satisfactory, the full 12 points will be restored.

4. After changing, reissuing or upgrading, the driving license will retain the same number of points as the driving license before changing, reissuing or upgrading.

5. Persons with authority to sanction administrative violations have the authority to deduct points from driving licenses.

6. The Government shall detail Clause 1 of this Article; regulates the order, procedures, and authority to deduct points and restore driving license points; prescribe a roadmap for implementing this Article. The Minister of Public Security shall detail Clause 3 of this Article.

Thus, from January 1, 2025, if all points are deducted from a driver's license , the driver license holder will not be allowed to drive a vehicle participating in road traffic under that driver's license according to the regulations cited in above.
