Clauses 1, 2, Article 12, Circular No. 59/2026/TT-BGDĐT of the Ministry of Education and Training stipulating full-time contract teachers after retirement and visiting lecturers (effective from September 1, 2026) stipulates as follows:
1. Salary or remuneration and other benefits
a) Salary or remuneration and other benefits are implemented according to the agreement in the labor contract and according to the provisions of law;
b) Payment of salaries or remuneration, performance of personal income tax obligations and other related financial obligations shall be carried out in accordance with the provisions of financial and tax laws.
2. Rights of visiting lecturers
a) Be paid salary or remuneration and other benefits corresponding to the results and products according to the agreement in the contract and according to the provisions of law;
b) To participate in professional and nghiệp vụ activities, nghiệp vụ training, and to be facilitated for scientific research according to the regulations of visiting lecturers;
c) Be provided and supported by visiting lecturers with necessary documents, equipment and working facilities as agreed in the contract;
d) Be considered for appointment to the title of professor or associate professor when meeting the standards and conditions according to the provisions of law, organizational regulations and operation of educational institutions; be considered for commendation by visiting lecturers or proposed by the agency or unit where the visiting lecturer works to record achievements in the annual emulation dossier to create motivation and long-term cohesion for the visiting lecturers;
e) Be entitled to unilaterally terminate the contract according to the provisions of law.
Thus, from September 1, 2026, the salary and rights of visiting lecturers will be implemented according to the above regulations.
