The Ministry of Home Affairs received a presentation on "Social insurance, salaries, allowances, regimes, policies for cadres, civil servants, public employees, laborers, labor relations issues and some guiding contents in the field of salaries and social insurance" from the Department of Salary and Social Insurance (BHXH).
Accordingly, in the last 6 months of 2026, with a large, complex, sensitive, and urgent workload assigned, the Department of Salary and Social Insurance is determined to focus all resources to deploy and complete 100% of the main tasks.
In which, the Department will focus highly on researching the Project on reforming salary and social insurance policies to submit to the Central Executive Committee at the 5th Conference.
Deploy the development and submission of legal normative documents in accordance with the schedule. Focus on reviewing and perfecting the labor law system, wages, labor relations, and social insurance. Improve the application of information technology, implement digital transformation, and operate a unified electronic labor contract platform nationwide to serve the reception, management, storage, exploitation, and sharing of information data on electronic labor contracts.
The Department will also focus on implementing tasks and solutions on building harmonious, stable and progressive labor relations in the new situation in the spirit of Directive No. 37-CT/TW, Decision No. 416/QD-TTg.
Supporting localities in building and implementing the Labor Relations Project to meet new requirements on labor relations in the 2026-2031 period and the context of organizational structure arrangement, arrangement of administrative units and organization of 2-level local government; Supporting the establishment and operation of a labor dispute resolution system; Training, fostering, and improving capacity on labor relations; Researching and developing professional reports on labor relations; Innovating and issuing labor relations newsletters.
Promote propaganda and dissemination of new policies on labor, wages, social insurance, and labor relations in the spirit of the 2019 Labor Code, the 2024 Social Insurance Law and guiding documents for implementation, Resolution No. 27-NQ/TW on salary policy reform; Resolution No. 28-NQ/TW on social insurance policy reform and Directive No. 37-CT/TW of the Secretariat on labor relations in the new situation; regulations on concluding and implementing electronic labor contracts and electronic labor contract platforms for enterprises.
In addition, the Department will deploy the activities of the National Wage Council and the Labor Relations Committee according to the approved plan.
Organize surveys on labor and wages in all types of enterprises in 2026; conduct scientific studies, develop specialized reports to serve state management of labor, wages, social insurance and labor relations.
The Department will also conduct a survey on the implementation of salary policies for cadres, civil servants, and public employees in 2026 in some provinces and cities.
Monitor, inspect, and supervise the implementation and enforcement of the 2024 Law on Social Insurance and detailed regulations of social insurance agencies and state management agencies in localities; the implementation of legal regulations on labor, wages, and labor relations at enterprises and localities.
