Responsibilities of the Village Chief when organizing periodic conferences of the village

Article 11 of Decree 59/2023/ND-CP detailing a number of articles of the Law on Grassroots Democracy, stipulates the order of organizing periodic conferences as follows:

1. Concluding periodic conferences of villages and residential groups

a) Village heads and heads of residential groups announce the convocation of regular conferences of villages and residential groups.

The notice of summons clearly states the time, location, content of the organization of periodic conferences of villages and residential groups; the composition of the summons to attend the conference.

b) Components attending the regular conference are representatives of households in villages and residential groups. The village head and the head of the residential group decide to invite representatives of the People's Committee at the commune level and representatives of relevant agencies and organizations to attend the conference.

c) The notice of summoning must be sent directly to households within 05 days before the date of organizing a conference in writing or through the radio system of the village and the residential group, through the application of social networking social networks in accordance with the law set by the village or the residential group. In case of necessity, the head of the village and the head of the residential group informed the household directly.

2. Sequence of organizing periodic conferences

a) Village heads and heads of residential groups declare reasons, introduce delegates and conference content, and introduce conference secretaries.

The conference secretary is responsible for making a record at the conference.

b) Village heads and heads of residential groups present reports on the situation of villages and residential groups, the results of implementing the contents that have been discussed and decided by the community.

c) Representatives of the Front Working Committee in villages and residential groups present reports and provide information on the situation and results of implementing democracy in villages and residential groups and at the commune level.

d) Members of the People's Inspectorate elected in villages and residential groups present reports on the implementation of inspection, supervision, review and verification tasks according to the recommendations of the People in the area.

dd) Representatives of households discuss, participate in giving opinions, proposals, and recommendations.

e) Information, exchange, acceptance and explanation of opinions, proposals and recommendations of the community for contents under its authority.

g) Through the contents presented at the conference.

h) Recognize individuals and households with achievements in implementing community activities.

i) Conclusion of the conference.

After the end of the conference, the head of the village, the head of the residential group shall report in writing the results of the conference to the People's Committee of the commune and the Vietnam Fatherland Front Committee of the commune.

Thus, the Village Head has the above responsibility when organizing a regular conference of the village.
