Clause 1, Article 4 of Decree 73/2024/ND-CP (effective from July 1, 2024) stipulates the bonus regime:
Bonus mode
1. Implement the bonus regime based on outstanding work achievements and the results of annual assessment and classification of task completion levels for the subjects specified in Clause 2, Article 2 of this Decree.
Compared with the provisions of Clause 2, part-time workers at the commune, village and residential group levels are not subject to the bonus regime under Decree 73.
Meanwhile, Clause 6, Article 33 of Decree No. 33/2023/ND-CP of the Government stipulates:
Part-time workers in villages and residential groups with no more than 3 positions (including Party cell secretary, village or residential group leader, or head of the Fatherland Front Working Committee) are entitled to monthly allowances. In cases where the Law provides otherwise, the provisions of that Law shall apply.
Encourage the concurrent holding of the positions of Party Cell Secretary and Village Chief, Head of Residential Group or Head of the Village or Residential Group Front Work Committee.
Thus, Village Chief is a title of a non-professional worker in a village or residential group, receiving a monthly allowance. Therefore, Village Chief is not subject to the bonus regime under Decree 73.
