Commune Police Chief gets information exploited in the National Population Database

Clause 5, Article 5, Decree 58/2026/ND-CP (effective from March 15, 2026) amends and supplements Clauses 4, 5, Article 9 of Decree No. 70/2024/ND-CP stipulating the order and procedures for issuing, renewing, and re-issuing ID cards through the National Public Service Portal or the National Identification Application (VNeID) as follows:

4. The Head of the Commune-level Police has the authority to exploit information in the National Population Database to provide to state agencies, political organizations, socio-political organizations at the commune level, other organizations headquartered in the managed area and individuals residing in the managed area specified in Clause 3, Clause 4, Article 8 of this Decree when there is a request to exploit and provide information in writing.

5. The competent person specified in Clauses 1, 2, and 4 of this Article decides to allow the exploitation and provision of information in the National Population Database to organizations and individuals specified in Clause 8, Article 10 of the Law on Citizen Identification when agreed upon by the individual who is the subject of the exploited information.

Thus, from March 15, 2026, the Head of the Commune Police has the authority to exploit information in the National Population Database to provide to state agencies, political organizations, socio-political organizations at the commune level, other organizations headquartered in the managed area and individuals residing in the managed area according to the above regulations.
