Article 7 of Decree 185/2026/ND-CP Regulating the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups (effective from May 26, 2026) stipulates the standards for Village Heads and Residential Group Leaders.
1. Being a Vietnamese citizen permanently residing in communes, wards, special zones from 21 years of age or older, prioritizing people of working age according to regulations; having sufficient health to complete assigned tasks and responsibilities.
2. Have good ethical qualities, be exemplary; have prestige in the residential community; be trusted by the People; be exemplary in ethics, lifestyle, and well comply with the Party's guidelines and the State's laws.
3. Have cultural knowledge, capacity, experience and methods of mobilizing and organizing people to well implement self-management tasks of the residential community and effectively implement tasks assigned by local Party committees and authorities at the commune level; encourage the selection of people with professional qualifications suitable to the operating requirements of villages and residential groups.
4. Have the ability to apply information technology in accordance with task requirements; have the ability to plan, summarize, statistically, report and perform tasks according to regulations.
5. Not in the period of being disciplined, being prosecuted for criminal liability or being serving a judgment or decision of the Court.
Thus, current law only stipulates that the standards for becoming Village Head must be Vietnamese citizens aged 21 and over and prioritize people of working age, but does not specifically control the age.
