From July 1, 2026, the 2025 Construction Law officially takes effect. This Law stipulates construction activities; rights, obligations, and responsibilities of agencies, organizations, and individuals in construction activities and state management of construction.
The law also clearly stipulates incentive policies in construction activities.
Typically, encouraging construction activities to preserve, restore and promote the value of historical and cultural relics and scenic spots; building social housing; construction activities according to planning in mountainous areas, islands, areas with difficult socio-economic conditions, especially difficult conditions and areas negatively affected by climate change.
Entities participating in construction activities belonging to economic sectors are encouraged and facilitated in construction activities.
Gradually transfer some public services being implemented by state management agencies in construction activities to socio-professional organizations with sufficient capacity and conditions to undertake them.
The State has mechanisms and policies to encourage and prefer the research, investment, development and use of new building materials, recycled materials, green materials, light materials, smart materials, environmentally friendly materials, materials suitable for coastal and island areas, ensuring sustainable development and protecting national defense and security.
At the same time, there are mechanisms and policies for the construction and certification of green buildings, smart buildings, buildings that effectively use energy and resources, ensuring environmental protection requirements.
Along with that, encourage research and application of construction techniques, technology, science and technology, and innovation in construction activities.
Regarding international cooperation in construction activities, the Law clearly states that domestic organizations and individuals are encouraged to expand international cooperation in construction activities, implement technology transfer, techniques, management experience and use of new materials.
The State creates conditions to support the signing and implementation of international treaties and international agreements in construction activities between domestic organizations and individuals and foreign organizations and individuals on the basis of ensuring basic principles in construction activities.
Implement the protection of Vietnamese construction brands abroad in accordance with the law. International cooperation in construction activities must ensure security, sovereignty and in accordance with Vietnamese law.
