Progress of arranging non-specialized personnel in villages and residential groups when merging

Localities are urgently implementing regulations on the number, level of allowances, and regimes for non-specialized workers in villages and residential groups.

According to the requirements in Directive No. 21/CT-TTg, localities complete the overall plan for arranging villages and residential groups before June 10.

This includes a plan to consolidate the team of non-specialized personnel after arrangement, implement support policies according to regulations, and resolve regimes for those who do not continue to participate in work.

The collection of people's opinions and submitting the project to the commune-level People's Council for approval must be completed before June 30, ensuring publicity, transparency and creating consensus in the implementation process.

According to Decree No. 185/2026/ND-CP dated May 26, 2026 of the Government, villages and residential groups only have 3 non-specialized positions including: Secretary of the Party cell, village head or residential group head and head of the Fatherland Front working committee.

Based on the allocated allowance fund and budget balancing capacity, the Provincial People's Committee will submit to the People's Council of the same level to decide on the specific allowance level for each title, concurrent allowance as well as the number, title and level of support for people participating in activities in villages and residential groups.

In Hanoi, the city has approved the titles, number, and tasks of non-specialized personnel in arranging villages and residential groups.

In which it is stipulated that each village has a Village Head and Deputy Village Head; each residential group has a Residential Group Leader and Deputy Residential Group Leader.

Based on the scale of households, local characteristics, complexity and workload, each village and residential group is arranged from 1 to 2 Deputy Village Heads or Deputy Heads of residential groups.

In Da Nang, the whole city currently has 8,615 non-specialized workers in villages and residential groups, including 2,433 Party cell secretaries, 3902 village heads and residential group leaders, and 2,280 heads of Fatherland Front committees.

In addition, there are 17,740 people participating in work in villages and residential groups, including 1,705 deputy secretaries of Party cells, 3,356 deputy heads of villages and deputy heads of residential groups, 1,798 deputy heads of Fatherland Front committees, 2,342 branch chairmen of the Women's Union, 1,944 branch chairmen of the Farmers' Union, 2,289 branch chairmen of the Veterans Association, 2,265 branch chairmen of the Elderly Association and 2,041 secretaries of youth unions.

In the process of rearranging villages and residential groups, the selection and introduction of non-specialized workers in the city thoroughly grasps the principle of ensuring criteria on prestige, health, enthusiasm, responsibility, and capacity to mobilize the masses; gradually rejuvenate the team, improve the level of information technology application, community management skills and quality of service to the people.

In Ho Chi Minh City, the City People's Committee has just issued a plan on arranging neighborhoods, hamlets, villages, and residential areas; arranging, using, and implementing regimes and policies for non-specialized workers in residential areas and ending the model of self-managed people's groups, residential groups under neighborhoods, hamlets, and residential areas.

Localities will arrange non-specialized personnel in neighborhoods, hamlets, villages, and residential areas according to regulations and resolve regimes and policies for cases of cessation of activities due to arrangement before June 30.

In Quang Ninh province, the Standing Committee of the Provincial Party Committee has requested Party committees and localities at all levels to focus on synchronously implementing the arrangement of villages and residential groups associated with the implementation of regimes and policies for non-specialized workers, ensuring completion before June 30.

The province also requests a thorough review and development of plans to fully and promptly implement regimes and policies for those who do not continue to participate in non-specialized activities at the commune level, in villages, and residential groups according to regulations.

Linking the arrangement with consolidating the contingent of non-specialized personnel at the commune level, in villages, and residential groups in the direction of selecting people with prestige, health, enthusiasm, responsibility and capacity to mobilize the masses; gradually rejuvenating the contingent, improving qualifications, strengthening the application of information technology, community management skills and quality of service to the people.
