From August 8th, not allowed to be the principal of many private general schools at the same time

Clause 1, Article 8 of the Charter on the organization and operation of primary schools, secondary schools, high schools and multi-level public schools of the private type issued together with Circular No. 48/2026/TT-BGDĐT dated June 22, 2026 of the Minister of Education and Training (effective from August 8, 2026) stipulates as follows:

1. Principal

a) The principal of a private general education school is responsible for managing and operating the school's activities; organizing the implementation of the education plan and being responsible for the quality of education of the school in accordance with the law;

b) Standards, tasks and powers of the Principal shall be implemented according to the provisions of the Charter of the general education school and relevant legal regulations;

c) The principal of a private general education school has a term of 5 years. In case the principal is a foreigner, the term is according to the term of the work permit and not exceeding 5 years. At the same time, one person is only allowed to be the principal of a private general education school;

d) In addition to the tasks and powers specified in the Charter of a general education school, the Principal of a private general education school is responsible for organizing the implementation of the resolution of the School Council; subject to the supervision of the School Council as prescribed; recruiting and managing teachers and educational support personnel according to decentralization and authorization; managing and using the school's finances and assets; preparing annual financial plans to submit to the School Council; implementing reporting regimes as prescribed; preserving professional opinions and reporting to competent educational management agencies for contents that are not consistent with legal regulations or not consistent with educational professional requirements.

Thus, from August 8, 2026, one person will not be allowed to be the principal of many private high schools at the same time.
