Main road takes shape, service roads are still broken
In the early days of August, recorded at the Huu Nghi - Chi Lang expressway construction site, many main sections have been asphalted, guardrails installed, and road markings painted. Bridge, roadbed, drainage system and taluy reinforcement construction teams are still operating continuously.
However, along both sides of the route, many sections of service roads and level crossings leading to residential areas and production land have not yet been deployed. Some locations have just completed marker planting and inventory; some sections must adjust the design according to people's recommendations.
Talking to PV, Mr. Tran Van Chuan, Director of the Huu Nghi - Chi Lang Expressway Project Management Board, said that by the end of July 2026, the project still had 64 service road and level crossing locations that had not been handed over land.
In which, Dong Kinh ward still has 18 locations, Dong Dang commune 17 locations, Ky Lua ward 13 locations, Hoang Van Thu commune 8 locations, Tam Thanh ward 7 locations and Nhan Ly commune one location.
Many items have been handed over land clearance deposits since 2025, but so far there is still no clean land.
The local adjustment of the route direction leads to the steps of surveying, designing, measuring, inventorying and re-establishing the compensation plan, making it impossible for the service road to be constructed synchronously with the main route.


Notably, about 27km from Km17+420 to Km45+130 has been technically opened to traffic. However, due to the unfinished service road, the contractor has not been able to complete the construction of fences, signs and some traffic safety items.
Representatives of the project enterprise said that the service road plays a role in connecting residential areas and fields on both sides of the expressway.
When this item is still interrupted, people's travel and production are affected, and spontaneous walkways through the construction site cannot be completely closed.
In addition to 64 service road locations, the entire project still has 18 households that have not moved houses, 16 households that have not handed over land and 5 technical infrastructure locations that have not been moved. IC04 intersection and the area planned for the construction of a rest stop in Dong Kinh ward have also not been cleared.

Request for enforcement in case of intentional obstruction
Faced with the risk of affecting progress, Mr. Dinh Huu Hoc - Standing Vice Chairman of Lang Son Provincial People's Committee - requested localities to focus their efforts on definitively resolving obstacles and handing over the entire clean site in August and early September 2026.
For cases that have fully implemented the compensation procedures and policies but still intentionally obstruct and do not comply, localities must resolutely organize coercion according to regulations.
Mr. Hoc also requested the investor to fully and promptly allocate counterpart capital corresponding to the 2,200 billion VND of central budget capital that has just been supplemented, ensuring continuous cash flow, absolutely not allowing the construction site to lack capital.

Contractors must mobilize maximum manpower, machinery, and equipment, thoroughly grasp the principle of "where there is site, immediately construct there", focusing on soon putting the section from IC03 intersection to the end of the route into operation.
Currently, on the 59.56km long route, contractors have mobilized 2,466 personnel, 1,017 equipment and deployed 113 construction fronts. The value of construction output and survey and design consulting reached more than 6,412 billion VND, equivalent to about 75% of the contract value.
The project enterprise proposed to prioritize handing over the remaining service road locations on the 27km section that has been technically opened to traffic before August 15, and at the same time complete infrastructure relocation, resettlement arrangement and handling of interspersed land points.
The Huu Nghi - Chi Lang border gate expressway project is invested under the public-private partnership (BOT) method with a total investment of 11,808 billion VND, with a total length of nearly 60 km.
In which, the main expressway passing through Lang Son is 43.43 km long and the connecting route of Tan Thanh and Coc Nam border gates is 16.44 km long.
