Proposal for high school graduation exam on computer, students hope for a clear roadmap soon

The Ministry of Education and Training has just submitted to the Prime Minister a project to organize the high school graduation exam on computers. Many students support it but hope for a clear roadmap to ensure fairness.

The Ministry of Education and Training (MOET) has just submitted to the Prime Minister for consideration and approval the Project on Organizing High School Graduation Exams on computers in the period 2026 - 2036.

Computer-based exam organization will be implemented according to a roadmap, only applied in localities and exam sites that fully meet the conditions on facilities, technical infrastructure and human resources; not deployed simultaneously when conditions between regions are not guaranteed. Students must be familiarized with the exam format in advance; localities must have plans to support students with less computer access.

In the transitional phase, the project plans to organize parallel paper and computer exams in localities and exam sites that meet the conditions. The organization must ensure equivalence in terms of evaluation requirements and the value of using the results between the two methods.

According to the expected roadmap for 2027, candidates taking exams on computers and on paper will use the same exam content for multiple-choice subjects, differing mainly in the method of doing the test and recording results.

For organizing multiple exam sessions, the exam questions are not necessarily identical but must be equivalent in terms of content, difficulty and measuring ability. Only when the equivalence between exam questions is ensured through a standardized question bank, practical testing and scientific testing methods can multiple sessions be organized, ensuring that candidates do not have advantages or disadvantages due to taking the exam in a specific session.

Before this proposal, many students expressed their interest and expect the conversion to be implemented cautiously.

Em Dao Nhat Long, preparing to enter 12th grade at Co Loa High School (Dong Anh commune, Hanoi), said that gradually implementing the high school graduation exam on computers is in line with the trend of digital transformation in education. According to Nhat Long, students today have many opportunities to access computers, so the transformation will not be too difficult if they are well prepared.

I think taking the exam on a computer can bring many advantages such as quick operation, automatic processing of results and reducing errors in the grading process" - Long said.

However, Long believes that if this exam format is implemented, the early announcement of the roadmap is very necessary for students to proactively develop study and review plans.

This is a very important exam, so any change will make students worried. I hope that if the proposal is implemented, the Ministry will announce a specific roadmap early so that students of the courses know what form they will take the exam in, thereby proactively building study and retraining plans" - Nhat Long expressed.

Sharing the same view, Nguyen Thi Khanh Linh - a student about to enter her final year of high school at a school in Vinh Thanh commune, Hanoi - said that if the proposal is implemented, building appropriate exam questions will ensure fairness between shifts.

Although the Ministry of Education and Training said that the exam questions will be built in a direction equivalent in content and difficulty, many students will still have a psychology of comparing between sessions. I hope the question bank is standardized well so that all candidates have equal opportunities" - Khanh Linh said.

Meanwhile, Nguyen Hong Quan - preparing to enter 11th grade at Co Loa High School (Dong Anh commune, Hanoi) - said that if the proposal is implemented, what he is most concerned about is ensuring the rights of candidates when unexpected incidents occur.

I think many students will be worried if their computer or system malfunctions while doing the test. I hope that if the high school graduation exam is organized on computers in the future, there will be clear plans and regulations so that candidates' papers are not affected in such situations. When their rights are guaranteed, students will also feel more secure when entering the exam" - Hong Quan shared.
