On August 3, authorized by the Prime Minister, Member of the Party Central Committee, Minister of Finance Ngo Van Tuan submitted to the National Assembly a draft resolution to remove difficulties and obstacles for projects and works serving the APEC 2027 Summit in Phu Quoc special zone, An Giang province.
The APEC 2027 Summit hosted by Vietnam in Phu Quoc Special Zone, An Giang province is a particularly important political and foreign affairs event of the nation.
According to the direction of Party and Government Leaders, all works serving the APEC 2027 Summit must be completed 3 to 6 months before the Summit takes place for trial operation, inspection, and overall review, ensuring the conditions for organizing the Summit according to international practice.
The draft resolution focuses on stipulating specific mechanisms and policies to handle problems related to planning, architecture, construction waste dumping; mineral exploitation and recovery; implementation of public investment projects, public-private partnership (PPP) investment, and business investment.
At the same time, the draft also stipulates land use; construction organization of works; acceptance, payment, and finalization of works volume.
Resolution stipulates a special mechanism for handling in 5 directions.
First, the works and projects will continue to be constructed during the process of completing procedures to ensure meeting the urgent progress to serve the ARES 2027 Summit.
For construction waste generated during construction, it is temporarily dumped at locations selected by competent authorities, with close supervision and responsibility for site clearance after the project is completed.
Second, for projects that have been constructed before but have now carried out legal procedures, the results of implementation are recorded.
Third, for projects that have been constructed before but still need to complete procedures, they are implemented according to simple, streamlined procedures or according to special mechanisms specified in this Resolution.
Fourth, for counterpart projects of BT projects that have been constructed in advance but have not completed procedures related to land use, a special mechanism is applied such as: being allocated land in parts; the value of the land fund paid to investors is determined according to the specific land price at the time the basic design dossier of the counterpart project is approved...
And finally, for the volume and value of works constructed before completing public investment procedures, invested according to the PPP method, it is recorded when signing construction contracts or contract appendices as a basis for acceptance, disbursement, payment, and finalization.
The State Audit Office shall audit the finalization report of investment capital of the completed project before the People's Committee of An Giang province approves the finalization.
The Economic and Financial Committee agrees with major policy groups, but proposes to clarify the basis for applying special procedures, ensuring consistency with the Law on Public Investment and the Law on Investment.
The appraisal agency also proposed to assess the impact of calculating progress from the date of site handover and not to notify commencement, ensuring synchronization with current laws and state management efficiency.
An Giang province is implementing 21 projects to serve APEC 2027, of which the Conference and Exhibition Center has a total floor area of more than 152,000 m2.
