The Decree also clearly states a penalty level of up to 50 million VND for organizations and individuals providing and sharing false information that causes public confusion. These acts include providing and sharing distorted historical information, denying revolutionary achievements, destroying the great national unity bloc, insulting religion, gender discrimination, racial discrimination that has not reached the level of criminal prosecution; Providing and sharing false information that causes confusion among the people, causing damage to socio-economic activities, causing difficulties for the operation of state agencies or public officials, infringing upon the legitimate rights and interests of other agencies, organizations, and individuals that have not reached the level of criminal prosecution.
The Decree also stipulates that individuals and organizations are forced to remove false or misleading information or information that violates the law due to committing acts that violate the provisions in the articles mentioned in the Decree.
According to the Authority of Broadcasting and Electronic Information (Ministry of Culture, Sports and Tourism), in the first 6 months of 2026, the work of scanning and blocking and removing bad and toxic information focused on three major platforms: Facebook, YouTube and TikTok. The rate of meeting the blocking and removal requirements on these platforms reached over 94%.
In which, TikTok blocked and removed 440 accounts, 10 audio files related to about 115,000 videos and 275 violating content. In addition to handling violating content, TikTok also strengthened scanning and deployed labels "AI-generated content", "sensitive content that may cause discomfort to viewers" and added many measures to strengthen child protection.
For YouTube, the platform has blocked and removed 18 channels with nearly 13,000 videos, equivalent to about 165 million views, and handled 545 violating contents, more than 2 times higher than the same period in 2025. Handling measures focus on channels that post offensive, unstandard content or have a negative impact on children. Meanwhile, Meta has blocked and removed 63 accounts, pages and groups with 2,147 violating contents, about 1.5 times higher than the previous year. Notably, this is also the first time Meta has met the request to block and remove violating content on the Threads platform, with 17 contents being handled at the request of functional agencies.
Management agencies believe that monitoring resources are still limited while violations are becoming increasingly sophisticated. Many subjects take advantage of AI to create and spread fake news or switch to new platforms such as Threads, X, Reddit, making detection and handling more difficult.
