Regarding the development of a plan to renovate and rebuild old apartment buildings in the city, the Standing Vice Chairman of Hai Phong City People's Committee requested the Department of Construction to preside over and coordinate with the People's Committees of wards with old apartment buildings to continue to implement the direction of the Chairman of the City People's Committee in Notice No. 697/TB-VP dated December 9, 2025; review and specifically classify cases of using houses in the core of apartment buildings and the status of house use (there is actual use of houses or not, are houses vacant or subleased); be responsible to the City People's Committee for the data reviewed and reported.
People's Committees of wards: Gia Vien, Ngo Quyen, Le Chan, An Bien, Hong Bang are responsible for organizing reviews and immediately providing detailed data on households underground, outside the core of apartment buildings (detailed to each household, legal status of land, housing...) to send to the Department of Construction.
The Department of Construction urgently completes the Overall Plan for renovating and rebuilding old apartment buildings in the city; report to the City People's Committee before April 2, 2026. In which, clarify the following contents: Group of apartment buildings continuing to be exploited and used; maintenance, repair and renovation roadmap; expected resources for implementation; group of dangerous apartment buildings to be demolished; priority order and roadmap for relocating households...
The Department classifies criteria and conditions to orient the use of land funds at the old apartment building location after demolition; resources for implementation; order and procedures for implementation. At the same time, clarify the legal basis, mechanisms and policies, conditions and standards for applying compensation and support; temporary residence and resettlement plans for each apartment building to be demolished, for each specific group of house users; preliminary assessment of the amount of money households must compensate to own houses at the resettlement location.
The Standing Vice Chairman of the City People's Committee also directed the Department to study and propose the creation of a housing fund belonging to the city's public assets according to regulations to serve temporary residence and resettlement (rent/buy) for subjects who must relocate from old apartment buildings but are not resettled on the spot; for subjects who must recover land to serve site clearance for projects; roadmap and resources for implementation. Along with that, propose procedures, orders, and roadmaps for implementing the adjustment of Resolution No. 04/NQ-HĐND dated April 12, 2022 of the City People's Council; pay attention to supplementing the scope and time of implementation, updating and maximizing the newly issued policies and legal regulations on housing and land to apply compensation, support, and resettlement to households; clarify the housing fund for resettlement (rent/buy on the spot or other locations) to propagate and disseminate to households to grasp information, comply with regulations and support the city's policies.
When implementing the relocation and recovery of old apartment buildings (old apartment buildings that are dangerous and do not ensure safe use, to implement urban embellishment projects, to renovate and rebuild apartment buildings...), units need to have plans for compensation, support, temporary accommodation arrangement and resettlement arrangement for users (inside and outside) of old apartment buildings. The Department of Construction requests opinions and contributions from the Department of Housing and Real Estate Market Management (Ministry of Construction) to complete the Plan.
The Standing Vice Chairman of the City People's Committee assigned the Departments of Finance, Agriculture and Environment, Justice and People's Committees of relevant wards to proactively guide and coordinate with the Department of Construction in reviewing data and developing a plan to renovate and rebuild old apartment buildings in the city to ensure progress and quality. The Office of the City People's Committee urges the Department of Construction to urgently complete the Plan to renovate and rebuild old apartment buildings; propose and arrange a schedule for the leaders of the City People's Committee to listen to the Department of Construction's specific report on the above content.
Regarding the renovation and reconstruction of apartment buildings using non-budget capital, the Standing Vice Chairman of the City People's Committee assigned the Department of Construction to preside over and coordinate with relevant agencies and units to proactively work with capable and reputable investors to implement procedures for implementing investment projects to rebuild apartment buildings according to the Plan. In which, pay attention to financial plans to attract interested investors; study plans to separate public infrastructure (if any) to invest in independent projects using public investment capital to ensure profits when implemented.
