The plan is issued to specifically, fully, and comprehensively identify the tasks, deadlines, completion progress and responsibilities of relevant agencies, organizations, and units in organizing the implementation of Resolution No. 28/2026/QH16 of the National Assembly on Vietnamese cultural development, ensuring timeliness, unity, and efficiency, avoiding waste of resources.
The plan clearly defines the responsibilities of the presiding agency and coordinating agency in implementing the activities of implementing the Resolution; Raising awareness and responsibility of ministries, branches and localities in implementing the Resolution; Further strengthening the effectiveness and efficiency of the management and implementation of the Resolution in the current period.
The plan sets out 7 specific tasks for ministries, branches, and localities to implement. Accordingly, in the second, third, and fourth quarters of 2026, assign the Ministry of Culture, Sports and Tourism to preside over the organization of conferences to implement the Resolution and guiding documents in the form of direct or online for relevant ministries and branches; People's Committees, Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism of provinces and cities and relevant departments, branches; Provincial People's Committees to preside over the organization of conferences to thoroughly implement the Resolution and guiding documents for agencies and units of the People's Committees at the provincial and commune levels and relevant agencies and organizations.
Regarding the work of disseminating and educating laws, the Ministry of Culture, Sports and Tourism is assigned to preside over and coordinate with the Ministry of Ethnic Minorities and Religions, the Central Coordination Council for Dissemination and Legal Education, relevant ministries and sectors; press and media agencies to develop a Communication Plan to widely disseminate the provisions of the Resolution and guiding documents to people, especially ethnic minorities and mountainous people. Implementation time in the second, third, and fourth quarters of 2026.
At the same time, during the above period, assign the Ministry of Culture, Sports and Tourism to preside over and coordinate with the Ministry of Ethnic Minorities and Religions, relevant ministries and branches, and provincial-level People's Committees to compile and distribute documents to serve the propaganda and dissemination of the Resolution and guiding documents for implementation. In addition, organize propaganda and widespread dissemination of the provisions of the Resolution and guiding documents for implementation in appropriate forms.
The Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Public Security, relevant ministries, agencies and localities to integrate communication, propaganda, dissemination of the content of the Resolution, guiding documents for implementation and communication to promote Vietnam's image abroad according to Decision No. 173/QD-TTg dated January 27, 2026 of the Prime Minister on Approving the Strategy for communication to promote Vietnam's image abroad in the period 2026 - 2030, with a vision to 2045.
The Prime Minister also assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with ministries, branches, and localities to develop 5 subsequent Decrees of the Government, including: Decree detailing a number of articles and guiding the implementation of Resolution No. 28/2026/QH16 of the National Assembly on Vietnamese cultural development; promulgated according to simplified procedures; Decree on Digital Cultural Infrastructure; promulgated according to simplified procedures;
The Decree stipulates professional preferential allowances, training and performance allowance regimes for officials and employees with special professional activities in public performing arts units, performing arts units under the armed forces; promulgated according to simplified procedures; Decree on Preserving and Developing Culture of Ethnic Minorities; promulgated according to simplified procedures; Decree on cultural industry.
The completion time for the first 4 Decrees is before July 1, 2026. For the 5th Decree on cultural industry, the completion time is in December 2026.
In the second, third, and fourth quarters of 2026 and the following years, the Ministry of Culture, Sports and Tourism will organize in-depth training conferences and professional development for cultural-related workers in central and local agencies. The form of organization can be direct or online.
Provincial People's Committees organize in-depth training conferences and professional development for people working in cultural fields in localities. The organization form is suitable to the actual situation in the locality.
The plan also clearly states that every year, the Ministry of Culture, Sports and Tourism, the Government Inspectorate, ministries, branches and localities, according to their functions, tasks, and authority, organize inspections, examinations, urging, and monitoring the implementation of Resolutions and legal documents detailing and guiding implementation.
The Ministry of Culture, Sports and Tourism periodically every 5 years or unexpectedly at the request to organize preliminary reviews and summaries of the implementation of the Resolution.
