The Compensation, Support and Resettlement Project serving the construction of Tay Do Cultural Center (phase 1) in Cai Rang district (old), Can Tho City, implemented from 2015 to now, has not been completed due to many difficulties and obstacles, especially in adjusting investment policies and allocating capital sources.
The project has a land acquisition scale of about 43.37ha, affecting 705 households and organizations, with resettlement needs of about 476 cases, equivalent to 540 plots. The initial total investment of the project is more than 402 billion VND, implementation time from 2015 - 2025.

Currently, accumulated capital allocated for the project reaches about 393.6 billion VND, of which the disbursed value reaches more than 380.4 billion VND, equivalent to 96.66% of the assigned capital plan.
Regarding compensation and support work, the project has counted 676/705 cases with an area of more than 36ha. Among these, 636 cases have been approved for compensation plans with a total amount of more than 390 billion VND. However, only 559 cases have received money, and 77 cases do not agree on compensation and support prices.
To date, only 419/705 cases have handed over land, with an area of about 18.67ha, accounting for less than half of the area to be recovered for the project.

Resettlement work has also achieved certain results. Among 423 cases eligible for resettlement, 399 cases with 454 plots have been arranged. The Project Management Board has handed over a total of 460 resettlement plots to the Can Tho City Land Fund Development Center to arrange for affected people.
However, the overall progress of the project continues to be prolonged due to problems in adjusting the investment policy. Accordingly, Can Tho City People's Committee issued Official Dispatch No. 4697 assigning the Project Management Board to prepare procedures to adjust and supplement about 3.11ha of land to the project to ensure synchronization with the Technical Infrastructure Project of the City Administrative Zone. This adjustment increases the project scale to about 46.48ha and the total investment is expected to increase sharply to more than 1,385 billion VND (an increase of nearly 984 billion VND compared to the initial). Adjustment of implementation time 2015-2027.

However, due to difficulties in balancing the medium-term capital source 2021-2025, the Department of Planning and Investment of Can Tho City (now the Department of Finance) has not yet appraised the capital source to submit for approval to adjust the project investment policy.
In addition, the project still has many other problems such as 29 cases not yet counted due to people not cooperating; 20 cases cannot be approved by the Council due to incomplete measurement dossiers; 20 cases have not approved compensation plans because about 10.18 billion VND of capital has not been allocated for payment; 77 cases have not agreed to receive money for the reason: low compensation prices for land, houses, works and architectural structures, requiring consideration and resolution of resettlement policies).
Faced with the above situation, the Project Management Board proposed that the Department of Finance soon consider and submit to competent authorities for approval to adjust the investment policy to have a legal basis to continue implementing the remaining steps. At the same time, it requested the Land Fund Development Center and relevant agencies and organizations to strengthen propaganda and mobilize people to agree and cooperate, contributing to accelerating the site clearance progress and soon completing the Tay Do Cultural Center project according to plan.
