Speaking here, Chairman of the City People's Committee Le Ngoc Chau affirmed that the conference is not only to discuss a specific project, but also to share a vision, build the aspiration to make Hai Phong a city of music, a constant cultural flow, shaping identity and improving the quality of life of the city.
The development of the Project is a specific step to concretize Resolution No. 05-NQ/TU dated January 14, 2026 of the City Party Committee Executive Committee on building the model of Socialism associated with Hai Phong people in the period 2026 - 2030. The strategic goal is to make Hai Phong one of the 100 most livable cities in the world by 2030 and officially join the UNESCO Creative City Network for Music by 2045.
The Chairman of the City People's Committee emphasized that the set goals are both a strong driving force and a major challenge for Hai Phong. In the new development stage, culture must not stand on the sidelines but must be "a foundation, an important endogenetic resource, a great driving force and a pillar for rapid and sustainable development". The construction of a music city is not placed in comparison with any other locality, but is to meet the requirements of the times and the aspirations of the city's people to develop.
At the conference, delegates focused on discussing the identification of the values and identity of Hai Phong music from folk traditions, red music, light music, to contemporary music flows; at the same time, assessing the potential and cultural and musical infrastructure; contributing opinions to build a strategy for developing the music industry and urban creativity, towards the formation of "Hai Phong - Music City of Vietnam and the region".

Some delegates proposed policies to create, unlock resources and remove difficulties in performance management, towards the development of the cultural industry; pay attention to art and music competitions of young people to select, nurture, and provide in-depth professional training in music for the young generation. The city needs to build symbolic music events associated with tourism promotion and investment attraction. Many delegates proposed that the city pay attention to building and developing traditional music associated with contemporary music, promoting economic development through culture.
