According to the Law on Environmental Protection 2020 and Decree 45/2022 effective from January 1, 2025, people must classify waste at source (PLRTN) into 3 groups: Reusable and recyclable waste; food waste; other household waste. Failure to comply will result in a fine of VND 500,000 - VND 1,000,000. However, in reality, PLRTN in both Hanoi and Ho Chi Minh City has not been implemented due to many difficulties.

Following the Lao Dong Newspaper's reflection that the Hanoi Department of Natural Resources and Environment has not yet classified waste at source according to regulations, this agency has taken a new action.
