On February 5, the Ministry of Agriculture and Environment held a regular press conference to provide information to the press about the agricultural production situation in January 2026. At the press conference, the Ministry announced 10 typical events of the industry in 2025.

1. Stabilize the organizational structure of the Ministry of Agriculture and Environment after the merger in a streamlined - lean - strong, efficient - effective - efficient direction.
Immediately after the Government issued Decree No. 35/2025/ND-CP dated February 25, 2025 stipulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment, the Ministry urgently deployed tasks, ensuring sufficient conditions to officially go into operation from March 1, 2025.
After the merger, the organizational structure was strongly streamlined: reduced 25/55 focal points (45.45%); reduced 19/78 non-business units (24.36%); streamlined 63/301 department-level focal points (20.9%), creating a foundation to improve management efficiency, operational efficiency and service quality for people and businesses.
2. The 1st Party Congress of the Ministry of Agriculture and Environment, term 2025-2030, sets out strategic orientations for a new development stage.
The Congress takes place on August 14, 2025, is a particularly important political event marking a turning point in the development and integration process of the Agriculture and Environment sector.
The Congress's policies contribute to realizing the goal of rapid and sustainable development to 2030, towards the aspiration of a strong Vietnam in 2045.
3. Commemorating the 80th anniversary of the Agriculture and Environment sector associated with the 1st Patriotic Emulation Congress, arousing tradition and creating motivation for innovation.
The 80th Anniversary of the Agriculture and Environment sector associated with the 1st Patriotic Emulation Congress was held on November 12, 2025 at the National Convention Center (Hanoi), with more than 1,200 delegates attending. This is an important socio-political event, creating a spreading highlight throughout the sector.
4. Breakthrough in building and perfecting institutions, policies, and laws, creating a "lever" for development
As of December 30, 2025, in 2025, the Ministry has developed and promulgated 110 legal normative documents. The highlight is the review of 1,055 valid documents to serve the arrangement of the organizational structure, decentralization - decentralization - delimitation of authority associated with the 2-level local government model.
In parallel, the Ministry drastically deployed to remove legal "bottleneck" and improve the investment and business environment: handling 34/48 "bottleneck" (70.8%), while cutting and simplifying 208 business conditions and 73 administrative procedures, creating room to promote growth and green transformation.
5. Strong and substantial administrative procedure reform; reduce costs, increase confidence for people and businesses
In 2025, the Ministry issued a key Administrative Procedure (TTHC) Reform Plan; and at the same time reviewed, announced and publicized the List of 621 TTHCs in 27 fields on the National Database on TTHCs. The Ministry also built and standardized internal procedures and electronic procedures on the Ministry's TTHC resolution information system, ensuring unity, smoothness and efficiency.
Implementing Directive No. 05/CT-TTg dated March 1, 2025 of the Prime Minister, the Ministry organizes the implementation of solutions to achieve the goal of reducing at least 30% of administrative procedure processing time; 30% of business costs; 30% of unnecessary business conditions; strengthening online implementation, publicity, transparency, and reducing dossiers and paperwork.
6. Promoting science, technology, innovation and digital transformation to create new motivation for management and production
Implementing Resolution No. 57-NQ/TW of the Politburo and Resolution No. 71/NQ-CP of the Government, the Ministry organized over 40 conferences and seminars; completed 133/188 tasks, and is implementing the remaining 55 tasks; and at the same time announced 15 major problems in science, technology, innovation and digital transformation.
7. 90-day campaign to get rich, clean up land database: Data "right - enough - clean - living
After 90 days, 61.72 million land plots were reviewed, updated, and revised; of which more than 24.37 million plots met the criteria "right - sufficient - clean - living", meeting the conditions to operate in real time, connecting and sharing with other national databases. This is a very large step forward in the quality of land data compared to the previous period. For areas without land databases, the Campaign focuses on digitizing residential land and housing data through Certificates; collecting more than 6.2/7.6 million Certificates (over 81%).
Data synchronization is identified as a mandatory requirement to ensure data is "lifetime - clean - unified - shared".
8. Proactive and breakthrough in cooperation and international integration, from receiving to leading cooperation
In 2025, the Ministry of Agriculture and Environment actively negotiates, signs and implements international treaties and agreements; and at the same time promotes trade negotiations, trade promotion, promotes exports of agricultural, forestry and fishery products and expands product consumption markets.
9. Agricultural, forestry and fishery exports set a record of over 70 billion USD
In 2025, the total export turnover of agricultural, forestry and fishery products is estimated at 70.09 billion USD, an increase of 12% compared to 2024, the highest ever, far exceeding the target of 65 billion USD assigned by the Government.


10. Proactive - drastic - early response to natural disasters, ensuring production, minimizing damage in extreme contexts
Faced with increasingly complex and unpredictable natural disasters, the Ministry of Agriculture and Environment has proactively advised the Prime Minister to issue directives and telegrams directing; focusing on responding to major storms, heavy rain, landslides, flash floods, forest fires, prolonged severe cold and harmful cold, as well as salinity intrusion at peak levels in the Mekong Delta and Ho Chi Minh City; and at the same time, directing the work of overcoming consequences, contributing to stabilizing people's lives and production.
