On July 15, 2025, the Hai Phong City Inspectorate sent an official dispatch to the City Department of Construction regarding the receipt of 41 civil servants who are inspectors of the Department of Construction.
According to the Hai Phong City Inspectorate, through reviewing and comparing with 4 criteria for selecting cadres for the city inspectorate, only 28 inspectors (including 4 leaders of the Department Inspectorate) of the Department of Construction Inspectorate were introduced to meet all 4 criteria according to the Cadre Selection Project. The remaining 13 civil servants were refused admission.
According to Project No. 03 on streamlining the system of Hai Phong City Inspectorate, streamlining, strengthening, efficiency, effectiveness, and efficiency, it is stated that the selection of civil servants is based on 4 criteria: priority is given to those who have been appointed as inspectors or more, have worked for 5 years or more from the time of the merger decision, classification for 3 years (2022, 2023, 2024) to complete their tasks well or better, not during the time of disciplinary action and priority is given to those with a university degree or higher who are trained in basic subjects, with majors suitable for the inspection industry or field.
Previously, on June 27, the People's Committee of Hai Phong City decided to end the operation of the Inspectorate of Departments, District-level Inspectorates and perfect the organizational structure of the Hai Phong City Inspectorate. In which, there is the content of transferring 41 civil servants of the Department of Construction Inspectorate to the Hai Phong City Inspectorate, from June 30.
On June 30, the Hai Phong City Inspectorate issued an official dispatch on the transfer of work for 28 civil servants of the Department of Construction Inspectorate. Immediately afterwards, the Department of Construction decided to transfer 28 Department Inspectorate officials to work at the City Inspectorate, starting from July 1.
On July 4, Mr. Le Quy Tiep - Director of the Department of Construction - signed an official dispatch requesting the Hai Phong City Inspectorate based on the list of inspection officials previously sent by the Department to review and receive the full number of civil servants according to the decision of the City People's Committee on the termination of the Department Inspectorate and District Inspectorate activities.
On July 15, Ms. Vu Anh Thu - Deputy Chief Inspector of Hai Phong City - signed an official dispatch responding to the Department of Construction for refusing to accept 13 civil servants of the Department of Construction Inspectorate as mentioned above.
The representative of the group that was refused to accept said: We have been reviewed by the Department of Construction in accordance with the criteria approved by the City Project, so the refusal to accept made us surprised and confused. We hope to be considered and resolved, to soon return to work and stabilize our lives.
