On September 21, according to information from the People's Committee of Lang Son province, provincial leaders have just requested departments, branches and localities to focus on removing obstacles and accelerating the disbursement of capital for the national target program. This capital source serves three programs including building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.
According to the Provincial People's Committee, by September 9, the disbursement rate of capital sources extended to 2026 only reached 19.5%. Professional capital alone reached 14%.
There are 13 units that have not disbursed and 18 units that achieved a rate below 10%.
The listing of projects in some localities has not ensured quality and progress. Some places submit reports late, register projects for the wrong subjects, rank components incorrectly or allocate capital lower than the assigned limit.
In addition, some units are slow to allocate details, have not standardized data on the budget and treasury management systems; lack proactive capital transfer according to authority but request to return the source.
Meanwhile, some localities achieved high disbursement results. Van Nham and Huu Lien communes disbursed 100%; Huu Lung, Cai Kinh, Mau Son and Khuat Xa communes reached 98%.
The Provincial People's Committee requests commune-level authorities to select projects with focus, suitable for the new rural construction roadmap and the plan to remove communes and villages from particularly difficult areas.
Works that are not eligible must be removed from the list, and capital must be transferred to essential infrastructure such as roads, irrigation and centralized domestic water supply systems.
5 communes Cai Kinh, Cao Loc, Thai Binh, Yen Binh and Bang Mac must review projects that are not for the right subjects. In addition, 13 communes are required to adjust school projects that are classified incorrectly.
Localities that plan to allocate lower than the limit must supplement the list. In case of integrating multiple sources of capital to make the total investment higher, commune-level authorities must calculate the ability to balance, not allowing outstanding basic construction debts to arise.
Lang Son sets a target that by the end of September, the disbursement rate of capital sources lasting from the beginning of the year will reach over 40%. For capital sources adjusted in July, this rate must exceed 40% by the end of October.
The entire project must be completed and accepted before December 20.
Units that have not disbursed or achieved a rate lower than the average level will be directly inspected to determine the causes, responsibilities and progress commitments.
Disbursement results are used as criteria for evaluating the level of task completion in 2026 of collective leaders and heads of agencies and localities.
