Many economic indicators in the first 9 months of the year exceeded the scenario, but the disbursement progress of public investment only reached 48.57%. The province is requesting sectors and localities to accelerate in the fourth quarter to complete the double-digit growth target.
On September 10, Lai Chau Provincial People's Committee held a meeting to assess the growth situation, disbursement of public investment capital, budget revenue and administrative reform in 2026. Chairman of the Provincial People's Committee Ha Quang Trung chaired.
According to the report, the output of whole grains is estimated at 126,842 tons, exceeding 1.8% of the scenario; fresh tea buds reached 74,000 tons, exceeding 3.7%. The value of industrial production reached 8,640.3 billion VND, exceeding 4.6% of the scenario.
Total retail sales of goods and consumer service revenue reached 8,990.9 billion VND, an increase of 16.5% compared to the same period.
Tourism also recorded more than 1.52 million visitors, revenue of about 1,332.3 billion VND. The whole province established 223 new businesses, with a total registered capital of 12,000 billion VND; 44 projects were decided on investment policies with a total capital of nearly 33,000 billion VND.
However, in the total planned public investment capital of more than 4,596 billion VND, accumulated disbursement only reached 1,996.75 billion VND, equivalent to 48.57% of the plan assigned by the Prime Minister.
To maintain the growth momentum and achieve the set goals, the province focuses on implementing key groups of solutions such as: Promoting the implementation of the Provincial Plan for the period 2021 - 2030, vision to 2050 associated with promoting and attracting key investment projects.
Continue to simplify and minimize the time and costs of resolving administrative procedures on land, investment, conditional business licensing; improve the actual effectiveness of online public services and data digitization.
At the same time, strengthen discipline and public service order, improve the quality of dialogue, promptly remove obstacles for businesses; and synchronously deploy the DCCI 2026 index at departments, agencies, branches and localities to create motivation for substantive reform from the grassroots level.
The Chairman of the Provincial People's Committee requested to review slow-progress projects that are unable to disburse capital to promptly adjust capital; at the same time, tighten discipline, promote administrative procedure reform, improve PCI, PAR Index, SIPAS and DCCI indicators, and create a favorable environment to attract investment resources.
