Due to prolonged heavy rain, some sections of service roads and underpasses on Thang Long Avenue were flooded 0.7-1m deep, Hanoi Department of Construction organized traffic diversion, prohibiting vehicles from passing through flooded areas to ensure safety.
According to the Hanoi Department of Construction, currently the left and right side roads of Thang Long Avenue from Km26+000 to Km28+000 and some underpasses are flooded 0.7-1m deep due to the rising Tich River water.
Deep flooded locations do not ensure safety conditions for vehicles to circulate. Therefore, the Department of Construction requests to prohibit all vehicles from passing through flooded areas and organize traffic diversion in alternative directions.
Specifically, for the right side road in the direction of Hanoi to Hoa Lac, functional forces organize to close at Km26+000, area of people's underpass No. 18. Vehicles turn around at underpass No. 18 to cross the left side road or turn right into Ha Bang inter-communal road.
From Ha Bang inter-communal road, vehicles follow Hoa Lac High-Tech Park road, then to Hoa Lac intersection.
For the left service road in the direction of Hoa Lac to Hanoi, the traffic diversion plan is organized to be closed at Km28+800, the area of the expressway entrance on the left.
Cars and motorbikes traveling on the service road will turn right from Km29+000 according to the instruction sign, through Phu Cat overpass, go to Hoa Lac High-Tech Park road, Ha Bang inter-communal road at Km26+000, through underpass No. 18 and then return to the left service road to go to Hanoi.
The traffic diversion plan will be implemented from September 19, 2026 until the flooding situation is overcome.
The Department of Construction requested the People's Committees of Ha Bang and Hoa Lac communes to arrange functional forces to be on duty, coordinate with relevant units to regulate and guide vehicles according to the traffic diversion plan; to avoid unsafety and traffic congestion.
Local authorities are required to propagate to help people understand the traffic diversion plan, and at the same time regularly update the flooding situation to promptly propose adjustments to the plan when necessary.
The Traffic Infrastructure Maintenance Board is responsible for arranging personnel, materials, and equipment to coordinate traffic diversion and ensure traffic safety at flooded locations. This unit also organizes the overcoming of incidents and damage to traffic infrastructure caused by rain and floods.
The Traffic Police Department - Hanoi City Police is requested to coordinate with the Department of Construction to guide and regulate traffic at flooded locations, in accordance with the actual rain and flood situation, limiting the risk of unsafety and congestion.
The Department of Construction said it will continue to monitor and assess the traffic situation and flooding area on Thang Long Avenue and surrounding areas to promptly adjust the traffic diversion plan, ensuring safety for people and vehicles.
People when moving through Thang Long Avenue area need to follow the instructions of functional forces, proactively choose alternative routes and do not intentionally enter deeply flooded areas.
