On October 26, a source from Lao Dong Newspaper reported that Mr. Ho Huu Nghi - Chief Inspector of Tien Giang province - signed Inspection Conclusion No. 1226 on compliance with the law in financial management, budget, capital, and assets in production and business activities of Tien Giang Irrigation Works Exploitation Company Limited.
According to the inspection conclusion, Tien Giang Irrigation Works Exploitation Company Limited implemented a bidding package for processing water hyacinth cutting boats with a designated bidding method with an estimated price of more than 450 million VND, a winning bid price of 450 million VND, a 0% reduction rate; established excess steel volume leading to an excess settlement of more than 17 million VND; selected a contractor that did not meet the capacity requirements according to the design documents, and did not meet the requirements of TCNV 8298:2009 on irrigation works - technical requirements in manufacturing and assembling mechanical equipment and steel structures.
Tien Giang Provincial Inspectorate has inspected in detail 17 repair and operation items of the project with a total value of more than 5.8 billion VND (2022 - 2023 period) and discovered many limitations and shortcomings such as: The estimate documents are still lacking in terms of work volume, material unit prices, incorrect application of norms, construction methods, and labor grouping, incorrect units of calculation, and incorrect size estimates compared to the drawings; The documents on contractor selection (plan, contractor selection results) are not posted on the national bidding network according to the provisions of Article 8 of the 2013 Law on Bidding; The capacity profile shows that the construction unit does not have mechanical workers, electric welding level 4.5/7, which does not meet the capacity requirements according to the design documents; does not meet the requirements of TCVN 8298:2009 (Ba Phu culvert, Nghi Tinh culvert); Recalculate the excess settlement value of 12 items, with a total amount of more than 145 million VND.
In addition, Tien Giang Irrigation Works Exploitation Company Limited also allowed 16 culvert works to be encroached upon by organizations and individuals to build houses and grow crops with a total area of over 5,200m2. Of which, 23 households encroached with a total area of over 4,700m2.
Through inspection, the total amount of violations was discovered to be more than 162 million VND. The Chief Inspector of Tien Giang province decided to recover and pay to the state budget a total amount of more than 142 million VND. The total amount of more than 20 million VND was not recovered to ensure the safe operation of the Ba Them and Ba Phu culverts.
The Inspectorate of Tien Giang province assigned specific responsibilities to the officials, civil servants and public employees of Tien Giang Irrigation Works Exploitation Company Limited, the Department of Agriculture and Rural Development; the Department of Labor, War Invalids and Social Affairs of Tien Giang and recommended the Provincial People's Committee, relevant agencies and units to hold a meeting to review experiences for individuals involved in the above violations.
At the same time, it is recommended that the Department of Natural Resources and Environment preside over and coordinate with Tien Giang Irrigation Works Exploitation Company Limited to resolve cases of households encroaching on and occupying land of 16 culvert works of the Company; examine, verify and recommend handling according to the provisions of the Land Law for cases of overlapping land sovereignty at Ba Giang culvert and Huong Lo 6 culvert in Go Cong Tay district (Tien Giang province).
