The Department of Construction has just reported to the Hanoi City People's Committee on the plan to renovate and expand the elevated and low-lying Ring Road 2, the section from Nga Tu So to Cau Giay.
Accordingly, the project to renovate and expand Ring Road 2 elevated and low-lying sections, from Nga Tu So to Cau Giay, belonging to group A, special-grade road traffic works, is expected to be implemented in the period 2025 - 2028.
The project has a total estimated investment of more than 21,377 billion VND, of which site clearance costs are about 16,914 billion VND, and the rest are construction and installation costs and related items.
The project is studied with 2 main options.
Option 1 is to build an elevated bridge with a center line coinciding with the center line of the low-lying road according to the plan, with a cross-section of about 53.5m for the low-lying road and 19m for the elevated road.
This option is assessed to have many advantages such as ensuring synchronous planning, convenient traffic connection, suitable for domestic construction capacity and lower investment costs.
Option 2 is to build a large diameter submersible tunnel combined with drainage to prevent flooding. However, according to the Department of Construction, this option faces many difficulties.
Specifically, the tunnel line is affected by the Cat Linh - Ha Dong railway bridge pier system, which does not ensure technical space to arrange 4-lane tunnels; and at the same time, there is a risk of impacting the Mieu Pagoda area and neighboring residential works.
In addition, the intersection with urban railway line No. 5 and the actual elevation conditions make the tunnel length limited and investment efficiency not high.

Based on analysis, the Department of Construction proposed choosing option 1 (overpass) as the optimal option for investment deployment. At the same time, it is proposed that the project be implemented initially in the form of public investment from the city budget to accelerate progress, and then it is possible to study converting to PPP (public-private partnership) to diversify capital sources.
Lang Street stretches from Nga Tu So to Cau Giay, about 3.8km long, 10.5m wide in each direction, and is often congested, especially during peak hours.
The project implementation is part of the plan to close down inner-city beltways, reduce traffic pressure for Nga Tu So intersection, and promote the effectiveness of Ring Road 2 elevated section Vinh Tuy - Nga Tu So has been completed.
