Two major transport projects are behind schedule.
On November 4, the Cai Mep - Thi Vai Regional Traffic Project Management Board (BQLDAGT) of Ba Ria - Vung Tau province said that the Bien Hoa - Vung Tau Expressway component 3 project (phase 1) is 2% behind schedule compared to the plan registered with the Ministry of Transport.
Up to now, the site clearance (100%), resettlement, material preparation, etc. have been ensured. However, the construction progress at the site is behind schedule.
On the entire 19.5km route through the province, the joint venture of 3 contractors is implementing 15 construction projects with about 225 equipment and 415 personnel. The construction value to date has reached 800/1,847.687 billion VND (about 43% of the construction and installation value); 2% behind the registered plan (830 billion VND to be completed by October 2024).
The 991B road project, from National Highway 51 to the downstream of Cai Mep port, is assessed to be progressing very slowly compared to the adjusted schedule of the contractor. With a total construction investment cost of VND 2,459.32 billion and two bidding packages 36 (89% completed) and 37 (57%) have been extended many times but both missed the deadline.
In addition to the objective reasons due to difficulties in relocating technical infrastructure; material sources, labor, high material prices... there are also subjective reasons due to the contractor not concentrating on human resources, finance, supplies, and materials to mobilize in time to implement the project. These factors affect the progress of the package implementation.
Requires technical traffic opening of 2 projects before April 30, 2025
Faced with that situation, the People's Committee of Ba Ria - Vung Tau province requested the investor to coordinate with the contractor to control and promptly take measures to ensure the overall progress of the project.
"Contractors need to make efforts and overcome difficulties to ensure technical traffic opening before April 30, 2025 as planned," Mr. Nguyen Cong Vinh - Vice Chairman of the Provincial People's Committee directed.
According to the Traffic Management Board, the unit will deploy many solutions to ensure technical traffic progress before April 30, 2025 as directed by the Provincial People's Committee.
For the Bien Hoa - Vung Tau Expressway Component 3 project, in addition to weekly progress control, the unit will consider transferring appropriate volume according to the contract's regulations; request to speed up construction when the rainy season ends... as well as closely coordinate with the Ministry of Transport to soon submit to the Government to arrange central capital for investment in the project according to regulations.
For the 991B road project, the Traffic Management Board chaired a meeting with contractors and added subcontractors to implement items to speed up the construction progress of packages 36 and 37. At the same time, it committed that after the contractor completed the construction, it would organize the settlement and submit it to the Provincial People's Committee for approval in 2025 according to the set schedule.
Component 3 of Bien Hoa - Vung Tau Expressway Phase 1 (with the People's Committee of Ba Ria - Vung Tau province as the managing agency) has a length of 19.5km with a total investment of VND 4,964 billion, with 1 construction package of VND 1,847.687 billion. The project started construction in June 2023 and will be implemented in 806 days. This project is being submitted for consideration of adjusting the investment policy (including adding an intersection with My Xuan - Ngai Giao - Hoa Binh road with an investment cost of more than VND 1,581.8 billion).
The 991B road project has a total investment of VND 3,043.61 billion, of which construction package 36 (VND 1,545 billion) started in May 2018; and construction package 37 (VND 702 billion) started in June 2020. Both packages are behind schedule after many extensions, and have just been extended until March 2025.
