One of the major stalled projects is section 3 of Beltway 2, from Pham Van Dong Street to Go Dua intersection (Thu Duc City).
This 2.75 km beltway section has a total investment of more than VND 2,700 billion under the BT (build-transfer) form, started in 2017 and is expected to be completed in three years. However, since March 2020, the project has been stalled due to difficulties in site compensation and land fund payment to investors.
Faced with that situation, at the end of January 2024, the Ho Chi Minh City People's Committee decided to extend the completion time to 2026, but so far, the construction site has shown no signs of restarting.
The most anticipated project is the expansion of National Highway 13, but it has not been implemented for more than 20 years. This is the main gateway in the northeast of Ho Chi Minh City, connecting through Binh Duong, Binh Phuoc, and is also the route leading to the old Mien Dong bus station. However, the existing road has only 4-6 lanes, so traffic jams occur frequently.
The plan to expand National Highway 13 (from Binh Trieu Bridge to the border of Binh Duong province) by nearly 6 km has been in place for more than 20 years, but due to mechanism problems and lack of capital, Ho Chi Minh City has not been able to implement it.
Currently, the Ho Chi Minh City Department of Transport is carrying out procedures to widen National Highway 13 to 53 - 60 m, with a total capital of nearly 14,000 billion VND under the BOT (build - operate - transfer) form, thanks to the special mechanism of Resolution 98.
Tang Long Bridge on La Xuan Oai Street is another delayed project. The old bridge has deteriorated, but the project to build a new bridge to replace it, which started in 2017 with an initial investment of VND450 billion, has been delayed until now. By the end of 2022, the project's total capital was adjusted to increase to more than VND688 billion and resumed in October 2023.
It is expected that by December 2024, the left branch of Tang Long Bridge will be completed and open to traffic, and then the right branch will be built. By December 2025, the entire new bridge will be completed.
My Thuy Intersection (Thu Duc City) is an important connection point on the Dong Van Cong – Vo Chi Cong – Nguyen Thi Dinh axis. This is the gateway to Cat Lai Port, which has the largest cargo volume in the country, so serious congestion often occurs.
The My Thuy Intersection Project, with a budget of over VND3,600 billion, started in 2016 to reduce traffic congestion. Phase 1 of the project has completed major items such as the underpass, overpass and Ky Ha 3 Bridge. However, due to incomplete land clearance, many remaining items have been delayed.
In early April this year, Ky Ha 4 Bridge was started along with the branch lines at My Thuy intersection. However, site clearance continues to face difficulties, affecting the construction progress.
Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong recently directed Thu Duc City to speed up the progress and hand over the entire cleared site before December 31. In the immediate future, Mr. Bui Xuan Cuong requested the handover of the site related to the abutments and pillars of the Cat Lai overpass and the abutments of the Ky Ha 4 bridge before November 15.
An Phu intersection with a total capital of more than 3,400 billion VND is one of the key projects to reduce the load for the East of Ho Chi Minh City.
However, the completion plan has been delayed from April 30, 2025 to the end of 2025 due to land issues. The project is currently 55% complete after nearly 2 years of construction.
