In the period of 2011-2016, Son Tay district focused on investing in a number of projects and items to create a stepping stone for the formation of a new Administrative Center. Including the office of the Son Tay District Labor Federation with a construction cost of over 2 billion VND.
The headquarters of the Son Tay District Labor Federation was put into use, but then encountered prolonged heavy rains in 2016 and 2017, causing rocks and soil to flow into offices, toilets, garages, yards, etc. Although after each landslide, the authorities mobilized machinery to clean up the rocks and soil, they could not handle it thoroughly, because every time there was heavy rain, the soil from behind the office continuously flowed down, making the repair work like "kidnapping and abandoning the plate".
According to the reporter, the high mountain behind the headquarters of the Son Tay District Labor Federation has weak, loose clay soil. Every time there is heavy rain, the soil "absorbs" water and flows down to the headquarters of the District Labor Federation, as well as many other agencies located next to it. This makes the headquarters always in a shabby state all year round.
According to a representative of the Son Tay District Labor Federation, the agency's headquarters began construction in 2015 and was put into use in 2016. Because the agency is located behind a high mountain, landslides often occur during the rainy season, causing rocks and soil to flow into the office building on the first floor. The restroom has not been usable for the past 3 years because of the soil flowing in. "Every time there is a storm, flood, or heavy rain, we have to bring machinery, important documents, etc. back to the old agency headquarters to work to ensure safety," said a representative of the Son Tay District Labor Federation.
In 2018, Son Tay District People's Committee added 10 billion VND from the provincial budget reserve to the District Construction Investment Project Management Board to urgently invest in anti-erosion embankments for Son Tay District Labor Federation, Plant Cultivation and Plant Protection Station, Agricultural Extension Station, Finance - Planning Department and Public Service House.
However, according to the reporter's records, building embankments, reinforcing with stone gabions, digging talus slopes to reduce load, and building canal and drainage systems... only partially limit landslides. Landslides still occur continuously during the rainy season, many sections of talus slopes are broken due to landslides.
Quang Ngai is in the rainy and stormy season, but the landslide at the new administrative center of Son Tay district not only damages the facilities of the agencies but also makes the officials, civil servants and workers here extremely worried, because the mountain behind can collapse at any time, especially when heavy rain lasts for a long time.
