Current status of 4 main packages to revive dead rivers
The Yen Xa wastewater treatment system construction project is considered very important in wastewater treatment and reviving Hanoi's "dead" rivers.
The project has 4 main packages: Package 1: Construction of Yen Xa Wastewater Treatment Plant; Package 2: Construction of sewer system for To Lich River and main sewer; Package 3: Construction of sewer system for Lu River; Package 4: Construction of sewer system for part of Ha Dong area and new urban area.
According to Lao Dong, in package No. 1 (Thanh Tri district) implemented by contractor JFE-TSK Company (Japan), almost all the work volume has been completed with internal traffic items and monitoring stations, testing equipment to serve as a basis for trial operation. Currently, workers are completing the decorative green tree items.
Package No. 2 of the construction of the sewer system for the To Lich River and the main sewer, constructed by contractor Tekken Corporation (Japan), has been completed ahead of schedule (March 2025), and is expected to be put into trial operation at the end of this year.
The design of the underground sewer system runs along the To Lich River, starting at the intersection of Hoang Quoc Viet Street and ending at the intersection with the Lu River. In the middle of the route, there is a connecting pipe, leading water to the Yen Xa Wastewater Treatment Plant.
According to the contractor representative, package 2 is constructed using underground jacking technology, the pipes have a diameter of 600 - 2,200mm, the underground sewer system is located at a depth of 6-19m below the flow of the To Lich River.
Package 3 of the construction of a sewer system for the Lu River is expected to rescue this polluted river, with the plan to collect wastewater for the three districts of Hoang Mai, Dong Da and Thanh Xuan with a total length of about 7,662m and 34 wells. However, the project remains unfinished, causing loss of urban beauty, environmental pollution and no sign of resuming construction.
The infrastructure system of package No. 4 is located along Vu Trong Khanh, Tran Phu streets and Road 70 in Ha Dong district. In particular, the infrastructure on Vu Trong Khanh street has been under construction since 2022, the contractor is mobilizing many workers to implement the project construction items...
Mr. Nguyen Truong Lam - Director in charge of package No. 4 - said that the package to build a sewer system for part of the Ha Dong area and the new urban area has a total length of 11,160m, of which more than 4,300m will be constructed by open excavation method and nearly 6,800m will be constructed by underground jacking method with 71 wells and 2km of discharge channel. This unit committed to the investor that from now until the end of 2024, it will complete about 40-45% of the package volume, and by October 2025, complete 100% of the package, 2 months ahead of the city's extension license.
Wastewater treatment plant trial operation on 1.12
Deputy Director of the Hanoi City Infrastructure and Agricultural Construction Investment Project Management Board Chu Manh Tuan said that the project of a wastewater treatment plant with a capacity of 270,000m3/day and night; a sewer collection system, sewer interceptors and connection system (along both sides of the To Lich and Lu rivers), the new urban area of Ha Dong with a total length of about 52.62km. Packages 1 and 2 have been basically completed and will be put into trial operation on December 1. However, the remaining two packages still face some difficulties and problems.
Mr. Chu Manh Tuan explained that for package 3, the unit has completed the procedures to terminate the contract with the construction contractor. Currently, the dossier is being completed to submit to the Prime Minister. As for package 4, the unit has signed an addendum to the contract extension from November 2023 and the contractor has resumed construction.
The difficulty pointed out is that there is currently no consensus on the application of management costs and contractor's interest. According to the FIDIC contract, the application of management costs and contractor's interest for package No. 1 is 12.32% and for package No. 2.4 is 15%. However, this cost is not included in the regulations of Vietnam, leading to the volume of completed work not being paid.
Vice Chairman of Hanoi People's Committee Nguyen Trong Dong requested contractors to focus all resources and material resources to speed up the construction progress of the remaining packages.
When the factory is put into trial operation, it will generate about 200 tons of sludge per day. Hanoi City leaders requested the Department of Construction to have a plan to arrange a suitable storage point, at the same time develop a unit price for wastewater treatment and organize bidding for the factory to operate stably.
