Attending the Congress were 250 official delegates, who are ethnic minorities, representing the communities of 53 ethnic minorities in the capital.
With the theme “Hanoi’s ethnic community unites, innovates, integrates and develops”, the 4th Congress of Hanoi’s ethnic minorities continues to affirm the consistent policy of the Party and State on ethnic issues. National solidarity is also an opportunity to commend and honor outstanding collectives and individuals; to encourage and motivate ethnic minorities to continue to contribute to the cause of building and protecting the capital and the country.
In recent years, Hanoi has allocated thousands of billions of VND to serve the State's policies for ethnic minorities. In particular, the education sector alone has allocated over 4,500 billion VND to invest in building, renovating and upgrading public school facilities; supporting 63 billion VND for students from poor and near-poor households.
Over the past 5 years, over 302 billion VND has been entrusted through the Social Policy Bank branch to meet the demand for loans to improve the quality of life, organize production, business, and develop the economy for poor households and ethnic minorities.
According to statistics, the current poverty rate in ethnic minority areas is 0.38%; over 80% of schools meet national standards; 100% of ethnic and mountainous communes meet national health standards; 100% of households have access to clean and hygienic water; 100% of communes meet new rural standards.
This Congress is an opportunity for delegates to evaluate the implementation of the tasks set out at the previous Congress, and at the same time evaluate and analyze correctly the difficulties and limitations in order to propose goals, tasks and solutions to implement ethnic work and ethnic policies in the 2024-2029 period, ensuring sustainable development of life for ethnic people.
Of the 250 delegates, 116 are male and 134 are female. The oldest delegate is 78 years old, Ms. Tran Ngan Hoa, born in 1946, Chinese ethnicity and the youngest delegate is 17 years old, Mr. Vang Minh Khang, Bo Y ethnicity.
