On May 12, Thien Loc Commune People's Committee (Hanoi) had information on the progress of key projects in the area.
In 2026, Thien Loc commune will implement 215 construction investment projects, of which 51 projects must carry out site clearance (GPMB) with a total recovered area of about 259.27ha, related to 7,565 households.
To date, 103.36ha of 3,120 households have been recovered, and about 155.91ha are still being implemented.
From the beginning of the year to May 10, the whole commune issued notices of land recovery for 1,416 households; approved compensation plans for 1,717 households with a total cost of over 562.72 billion VND; organized payments for 1,801 households with an amount of over 615.62 billion VND; recovered 72.19ha of land and relocated 325 graves.
Notably, the commune has basically completed site clearance for 8 projects, including key projects such as renovating and upgrading the left Red dike and the Thuong Cat bridge project.
For the Thuong Cat bridge and road project at both ends of the bridge, 17/17.03ha of site clearance has been completed, reaching 99.8%; 16.27ha of land has been handed over to the investor. The Compensation, Support and Resettlement Council has organized the second phase of resettlement lottery for the remaining households, and at the same time approved a compensation plan for 18 households with a budget of about 47 billion VND.
The G19 New Urban Area project has completed site clearance for 498 households with an area of 15.48ha, reaching 67%; 285 graves have been moved. Currently, there are still 158 households with 5.82ha continuing to mobilize, pay and complete dossiers, striving to complete the entire project before May 15, 2026.
For the G8 New Urban Area project, the commune has completed site clearance for 577 households with 32.5ha, reaching over 82%. In the week from May 4 to May 10 alone, plans have been approved for 50 households and payments have been organized for 48 households. Site clearance work is expected to be completed before May 30, 2026.
Road projects outside the fence connecting Bac Thang Long Industrial Park (routes 1, 2, 3) are also being focused on implementation with a large volume of work. Route 2 alone involves 781 households, more than 11ha of land and about 1,593 graves; of which 1,189 graves are unclaimed. This is identified as one of the most complex and difficult projects today.
Currently, the whole commune still has about 2,200 graves that need to be moved to serve site clearance; at the same time, there are about 26 existing projects violating construction order on agricultural land and public land. The Commune People's Committee is directing to focus on thoroughly handling about 12 violating projects right in May, striving to complete over 80% of the violation handling plan in the third quarter of 2026.
Mr. Phung Khai Loi - Standing Deputy Secretary of the Party Committee of Thien Loc commune emphasized that site clearance is a key political task, which has decisive significance for the progress of infrastructure and urban development projects in the area.
Therefore, the entire political system needs to continue to get involved drastically and synchronously; enhance the role and responsibility of the head in directing implementation.
Mr. Phung Khai Loi requested units to focus on reviewing and thoroughly handling violations of land and construction order; accelerate the progress of verifying the origin of land; strengthen propaganda and mobilize people to comply with the policy of land recovery, receive compensation money and hand over land on schedule. For cases of intentional opposition and violations, it is necessary to resolutely handle them according to the provisions of law.
Along with that, the Steering Committee for Compensation, Support and Resettlement needs to proactively develop a plan to implement site clearance for major projects of the city such as the Red River Landscape Avenue project and the Bac Thang Long Urban City multi-purpose urban area project with a total expected recovered area of about 1,100ha; and at the same time accelerate the allocation of resettlement land to eligible households, ensuring the legitimate rights of people.
