The project to renovate and upgrade National Highway 6 is a key project in Hanoi City. This is not only a vital traffic axis connecting the Northwest region but also a lever to promote local development towards a multi-polar, multi-functional urban orientation according to the Capital's planning.
Secretary of the Party Committee of Xuan Mai commune Hoang Minh Hien said that the completion of National Highway 6 plays a key role in realizing the socio-economic development goals of the locality. This is identified as the number 1 political task of the entire political system of Xuan Mai commune.
One of the bright spots in the project implementation process is the spirit of serving the common interests of the people. According to statistics, more than 500 households have proactively handed over land.
Notably, 49 households in Tien Truong and Tien An villages, although using land in the traffic corridor that is not eligible for compensation and support for land and property, still voluntarily dismantled the works and handed over the site to the investor. This is clear evidence of the effectiveness of mass mobilization work and the consensus of the people with the State's policy.
However, the remaining workload is still large. Currently, about 390 land plots are being further reviewed by the Economic Department to confirm the origin of land and assets attached to land.
To ensure the goal of completing the entire site clearance work in the second quarter of 2026 as directed by the City, the Xuan Mai Commune Site Clearance Steering Committee has proposed drastic solutions.
In which, continue to promote propaganda, mobilization, and clear explanation of compensation, support, and resettlement policies so that people understand and comply; and at the same time propose that the Hanoi City People's Committee and departments and branches soon have specific guidance for specific cases to speed up the progress of the entire route.
Along with that, the Hanoi City Traffic Construction Investment Project Management Board is requested to require contractors to construct according to the principle "where there is land, immediately construct there". Mobilizing machinery and manpower to deploy on the handed over areas not only ensures progress but also creates confidence for the remaining households.
Mr. Nguyen Ngoc Sang - Deputy Head of the Economic Department of Xuan Mai commune said that for site clearance work in Xuan Ha village: The total number of land plots to be cleared is 194 plots, with an area of 51,46.3m2.
In which, land used by 160 households and individuals includes 171 plots, with an area of 15,649.2m2; land of organizations, agencies, and units 4 plots, with an area of 1,564.0m2; the rest is traffic, irrigation and public land managed by the Commune People's Committee.
Up to now, the measurement and inventory work has been completed. The origin of 125/175 land plots of households, individuals and organizations has been confirmed; plans for 34/175 land plots have been developed, appraised, and reviewed. The Xuan Mai Commune Police Headquarters has been dismantled and handed over the site to the investor. The goal is to complete it in the second quarter of 2026.
Regarding the compensation price, Vice Chairman of the Commune People's Committee Trinh Ba Thuong affirmed that it will be implemented in accordance with current regulations of the State and decisions of competent authorities; applying appropriate adjustment coefficients for each location, especially land plots adjacent to traffic roads.
Regarding resettlement, the locality is implementing the construction of Dong Cham and Dong Vai resettlement areas with synchronous infrastructure, and it is expected that land will be handed over to eligible households in early May. The commune has also arranged 6 land plots with convenient locations near the regulating lake area and National Highway 6 to serve resettlement, ensuring the rights of people.
For houses, works, and assets on land, compensation is based on the new construction unit price of each type of work, and the city's support policies are applied.
Currently, the Project Management Board is developing a plan after reviewing the land plots, ensuring that 100% of households receive the plan. Cases of incorrect population declarations need to have a submission for consideration according to regulations.
