On November 29, the People's Committee of Ho Chi Minh City issued a plan to implement Resolution 1278 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Ho Chi Minh City for the period 2023 - 2025.
According to Resolution 1278, Ho Chi Minh City rearranged 80 wards in Districts 3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap and Phu Nhuan, reducing them to 41 wards.
The following wards will officially come into operation from January 1, 2025.
During the transfer process, administrative documents of the old wards, if not replaced or abolished, will continue to be used to ensure continuity in administrative activities.
At the same time, the process of adjusting documents related to changes in administrative boundaries will be carried out free of charge to facilitate people and organizations.
To ensure progress, Ho Chi Minh City divided the preparation work into two phases.
In phase 1 (from December 1 to December 31, 2024), the relevant districts will organize the arrangement, establishment and merger of organizational structures in the wards under the new names. The Party Executive Committee, Secretary, Deputy Secretary, Chairman and Vice Chairman of the People's Committee of the new wards will be appointed before January 1, 2025.
Wards subject to rearrangement must review their organizational structure, facilities, assets, finances, investment projects and related documents to serve the handover. The adjustment of seals, nameplates and signs will also be carried out during this time, ensuring timely use when the new ward comes into operation.
Phase 2 (from January 1, 2025 to the grassroots Party Congress), after the new wards officially operate, the authorities will continue to improve the organization and personnel and prepare the necessary conditions to organize the grassroots Party Congress for the 2025-2030 term.
In particular, support for people to convert documents related to life and social security will be carried out thoroughly, ensuring no additional costs and thoroughly resolving outstanding issues.
To ensure consistency, the Ho Chi Minh City People's Committee assigns specific tasks to departments, branches and sectors.
The Department of Natural Resources and Environment provides guidance on adjusting land and property records related to new administrative boundaries.
The Department of Planning and Investment reviews investment projects, prioritizing resource allocation for technical infrastructure works and essential public services in new wards.
The Department of Transport adjusts the planning for traffic infrastructure development and documents related to motor vehicles.
Ho Chi Minh City Police change seals, manage security and order at new administrative units, and support people in adjusting documents managed by the police.
Ho Chi Minh City requires relevant agencies and units to focus on completing all preparations before December 31, 2024, including handing over organizational structure, facilities and handling ongoing projects.
