On the morning of September 22, speaking at the 5th session (specialized session) of the 11th Ho Chi Minh City People's Council, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that the last 3 months of 2026 are the final sprint, deciding the results of implementing the city's socio-economic goals.
According to Mr. Nguyen Van Duoc, in the first 9 months of the year, Ho Chi Minh City's socio-economy continued to maintain growth momentum. Growth in the following quarter was higher than the previous quarter, from 8.03% in 2025 to 8.27% in the first quarter and 8.55% in the first 6 months of the year - the highest level in the past 10 years.
State budget revenue is estimated to reach 670.59 billion VND, equal to 83.5% of the estimate and 66.4% of the target of over 1 million billion VND for the whole year.
The city has allocated 147. 599 billion VND of public investment capital, reaching 100% of the plan assigned by the Prime Minister; it is expected that by the end of September, about 103. 319 billion VND will be disbursed, reaching 70%.
The investment and business environment continues to improve. Ho Chi Minh City ranks 205th out of 1,000 largest cities in the world according to Oxford Economics' Global Cities Index 2026, up 81 places compared to the previous year. The city attracted about 12.187 billion USD of FDI capital, reaching 110.7% of the plan.
However, the Chairman of the Ho Chi Minh City People's Committee said that the gap to the year-end targets is still large, especially the GRDP growth target of over 10%, budget revenue of over 1 million billion VND and disbursement of 100% of the public investment plan.
To achieve growth of over 10% for the whole year, the third quarter must reach from 11.07%, the first 9 months reach from 9.43%, and the fourth quarter must reach from 12.3%.
Meanwhile, to collect budget revenue exceeding 1 million billion VND, the City must effectively exploit revenue sources and create conditions for production and business to expand.
With public investment, bottlenecks in land, compensation, site clearance, investment procedures and the responsibilities of each agency, unit, and head must be resolved thoroughly.
The whole system must shift from having mechanisms to having results; from having resolutions to having works, projects, resources being released and specific benefits for people and businesses" - Mr. Nguyen Van Duoc emphasized.
5 commitments in the final sprint
According to the Chairman of the Ho Chi Minh City People's Committee, the resolutions considered and approved by the City People's Council at this session are of great significance, especially the policies to implement the Urban Development Law, related to planning, space organization, infrastructure, TOD, underground space, land, public assets, environment, science and technology, health, education and social security.
Before the City People's Council, the head of the Ho Chi Minh City People's Committee made 5 commitments.
First, urgently concretize and implement the resolutions that have been passed; clearly define the tasks, presiding agencies, deadlines and responsibilities of heads. At the same time, continue to review and complete the resolutions to implement the Law on Urban Development to submit at the next session.
Second, focus highly in the last 3 months of the year, striving to complete at the highest level the 2026 targets, including GRDP growth of over 10%, budget revenue of over 1 million billion VND and disbursement of 100% of the public investment plan.
Third, promote administrative reform, decentralization, and delegation of power associated with inspection and supervision; overcome the situation of shirking, avoidance, slow advice, and slow implementation organization.
Fourth, focus on removing backlog projects, especially projects with disbursement capacity, creating growth and revenue; not allowing social resources to continue to stagnate due to obstacles under the responsibility of state management agencies.
Fifth, closely coordinate with the Standing Committee of the People's Council, People's Council Boards and City People's Council delegates; promptly report and propose issues beyond their authority, ensuring that mechanisms and policies are implemented synchronously and effectively.
