Changes in service unit prices from the UI Fund
Circular 17/2026/TT-BNV of the Ministry of Home Affairs takes effect from October 1, 2026, stipulating unit prices for public non-business services using the Unemployment Insurance Fund.
Services regulated with new unit prices include counseling, job introduction; receiving and processing dossiers for unemployment benefits; job search notifications; temporary suspension, resumption, termination of unemployment benefits; transfer of unemployment benefits and support for workers to train and improve professional skills.
Notably, Ho Chi Minh City belongs to group 1 in the sub-group of localities applying coefficients to these services.
People with meritorious services are applied new allowances and subsidies
Decree 321/2026/ND-CP takes effect from October 1, 2026, stipulating the level of allowances, subsidies and preferential regimes for people with meritorious services to the revolution and their relatives.
According to new regulations, the standard level of preferential allowance for people with meritorious services has been increased to 3.012 million VND/month, instead of the previous level of 2.789 million VND. Some regimes related to nursing, education, visits and support for identifying martyrs' remains have also been adjusted.
National Scholarship Fund begins implementing new regulations
Decree 317/2026/ND-CP takes effect from October 1, 2026, regulating the organization, management and use of the National Scholarship Fund.
The fund aims to support learners in learning, research, innovation, and entrepreneurship; and at the same time contributes to discovering, encouraging, fostering and developing high-quality human resources.

New regulations on emulation and commendation
Law No. 06/2026/QH16 amending and supplementing a number of articles of the Law on Emulation and Commendation takes effect from October 1, 2026.
In which, the standards for considering some emulation titles are adjusted. Notably, the "Based Emulation Soldier" title standards are supplemented with cases associated with scientific, technological and innovation tasks or achievements in combat, serving combat.
This regulation mainly affects cadres, civil servants, public employees and workers in areas with emulation and commendation regimes according to the law.
Employees working in the Home Affairs sector
Circular 18/2026/TT-BNV takes effect from October 1, 2026, stipulating the consideration for awarding the Medal "For the Cause of the Ministry of Home Affairs".
Subjects, criteria, dossiers and award consideration time are specified. The Medals "For the Cause of the State Organization sector", "For the Cause of Emulation and Commendation", "For the Cause of Documentation and Archives" and "For the Cause of Labor - Invalids and Social Affairs" that were awarded before October 1, 2026 continue to have equivalent value.
