According to Circular 17/2026/TT-BNV of the Ministry of Home Affairs, effective from October 1, 2026, the UI Fund is used to provide many services directly related to unemployed workers, including counseling, job introduction, settlement of unemployment benefits and support for training and professional skills improvement.
Being consulted and introduced to jobs
Employees who are paying unemployment insurance, after terminating their contracts and need to find jobs, are consulted and introduced to jobs through public employment service organizations.
According to the Employment Law, employment services include consulting, job introduction, providing and introducing labor to employers as well as providing information about the labor market.
From October 1st, the unit price for consulting services is 19,691 VND/visit, job introduction is 51,616 VND/visit before applying the local group coefficient. These levels are unit prices for services using the UI Fund, not the amount that employees have to pay.
Being supported to resolve unemployment benefits
The UI Fund also spends on services related to the process of resolving unemployment benefits, including receiving and processing dossiers, receiving job search notices, temporarily suspending, continuing, terminating benefits, as well as transferring places to receive unemployment benefits.
According to the Law on Employment, to receive unemployment benefits, employees must meet the conditions on unemployment insurance contribution time, terminate contracts in accordance with regulations, submit dossiers within the time limit and meet the condition of not having a job as prescribed.
Can be supported in training and improving vocational skills
Another notable benefit is to support workers in training and improving their professional skills.
People currently receiving unemployment benefits are supported with vocational training and skills enhancement. Some cases that do not receive unemployment benefits can still be supported if they meet the conditions on unemployment insurance contribution time and other conditions according to the law. The support period is implemented according to the course but not exceeding 6 months; the support content includes tuition fees and meal allowances during the training period.
Circular 17/2026/TT-BNV also stipulates unit prices for receiving, processing dossiers and returning results to support workers participating in training and improving professional skills.
Thus, from October 1st, unemployed workers not only have the right to access unemployment benefits but also receive support for job search and vocational skills improvement services from the UI Fund. Employees when losing their jobs should proactively contact the employment service center for advice, to determine their rights and carry out procedures according to regulations.
