Convenience from online public services
Having worked as an office document processing specialist, Ms. Nguyen Thi Hue Luu (resident of Binh Trung ward, Ho Chi Minh City) decided to resign to redirect her career. She actively submitted an application for unemployment benefits online and is currently receiving benefits in the third month. Ms. Luu said that the document processing time is within 15 days, and the results on the same appointment date are clearly announced via email and text message.
However, she also expressed concern: "For office workers, submitting applications online is not difficult, but for manual laborers it is relatively complicated. Currently, there are online services that receive registration for them at a price of about 500,000 VND, which easily reveals the personal information of workers because they cannot operate on their own.
Directly present at the Center to complete related documents, she assessed that the information reception stage of specialized staff is going smoothly, without any obstacles other than having to wait due to the large number of people coming.
Similarly, Ms. Nguyen Thi Cam Binh (human resources of the Information Technology industry, residing in Hoa Hung ward) came to the Center to complete periodic reporting procedures after 3-4 months of searching for a new job and did not achieve the expected results. When the old company expired its contract and did not renew it, she scattered applications to more than 10 businesses. Assessing the current IT market, she assessed that the level of competition is very high, employers set stricter criteria and salaries in some places have been lowered than before.
During the temporary suspension of work, she chose to learn more English to improve her skills. Regarding the procedure for submitting unemployment benefits applications, she said that the online application stage initially encountered a small technical problem, but was then processed very quickly; the monthly direct appearance is also convenient, only taking 15-20 minutes.
In fact, from July 2026, 100% of people's dossiers have been submitted online and processed on the Public Service Portal. In general, from the beginning of the year, the Center has received 129,997 dossiers requesting unemployment benefits, of which 64,686 dossiers were online, accounting for 49.76%. In parallel with digitization, the unit still maintains direct support for workers who are not familiar with technology in creating accounts, electronic authentication and completing dossiers.
Improving the quality of labor supply and demand connection
Digital transformation is implemented by the Ho Chi Minh City Employment Service Center in conjunction with administrative procedure reform, helping to reduce manual processing stages, control progress and limit the occurrence of late dossiers. Currently, the infrastructure system of servers, networks and information technology equipment is synchronously invested at 3 headquarters and 12 receiving points - branches; ensuring 100% of officials and employees are equipped with computers and issued digital signatures.
The unit closely coordinates with Ho Chi Minh City Social Insurance in paying and recovering subsidies enjoyed in violation of regulations, and at the same time receives and handles 100% of feedback, questions, and complaints from people.
On the integrated data platform on vocational training, unemployment insurance, job introduction and labor market, recruitment information is updated diversely through websites, fanpages, Zalo OA, recruitment groups and job applications. Through 122 job transaction sessions organized from the beginning of the year, the Center has advised and introduced jobs to 450,724 people; of which 24,905 people were introduced to jobs and 8,186 people received jobs. Recruitment information from 18,719 businesses with 31,077 positions has been received.
Ms. Nguyen Van Hanh Thuc - Director of the Ho Chi Minh City Employment Service Center - emphasized: "Digital transformation is not only about putting dossiers into the electronic environment, but more importantly, innovating service methods. The Center continues to improve infrastructure, data and nghiệp vụ software; and at the same time support workers to access online services. The goal is to build a modern and transparent job service ecosystem, putting workers and businesses at the center.
