Hung Vuong Street is expected to open a new development direction for Quang Tri when completed, because the main route connects with the Southeast Economic Zone and the Bao Dai branch route passes through residential areas, facilitating trade. However, after many years of stagnation, the project is now in the final stages.
Mr. Nguyen Hai (residing in Tan Kien village, Ai Tu commune) has a house that was cleared to make way for Bao Dai street. After receiving compensation of more than 400 million VND, he rebuilt a new house on the remaining land and moved in for more than a year now. But in front of the road, the road is still only at the level of plowing the topsoil. On rainy days, the road is made of mud, and on sunny days it is dusty, forcing his family to close almost all their doors.
"We just hope the road will be completed soon to make travel more convenient. It is so miserable to live next to a messy road like this" - Mr. Hai shared.
It is noted that about 300m at the beginning of Bao Dai Street is currently only plowing, the soil is still red, after the rain, the water is stagnant. Other sections have been paved with stone, and some places have completed asphalt pavement.
Adjacent to this route is Hung Vuong Street - the main axis of the project, which has improved. The construction site mobilizes machinery and workers to roll and compact stone and asphalt on many sections.
Mr. Trinh Dinh Lan - technical officer of Manh Linh Construction Company Limited - said that it has been raining for about a week and affected by storm No. 10, so the progress has been delayed compared to the expected. The storm subsided, and workers returned to the construction site to work overtime continuously.
"The asphalt pavement of this entire route will be completed in about a week" - Mr. Lan said.
When the water recedes, there is a storm, so there should be a delay
The Hung Vuong Road project is part of the basic infrastructure project for comprehensive development of Quang Tri province, borrowed from foreign capital. The project is nearly 4.2km long, including Bao Dai branch line and Hung Vuong main line, with a total investment of more than 97 billion VND (excluding site clearance costs), invested by the Department of Finance, entrusted to the Quang Tri Provincial Investment and Construction Project Management Board.
The project passes through 3 villages including: Ai Tu, Tan Kien and Ha Xa in Ai Tu commune. The project contract was signed in December 2020 with a implementation period of 22 months, but in reality, it has been extended many times. The main reason is the slow construction, in addition to difficulties in site clearance, so many times it has been extended, even the investor has terminated the contract with the old contractor to restart the project. Up to now, the progress has been finalized with the deadline of September 30, 2025.
Mr. Nguyen Thanh Binh - Director of the Quang Tri Provincial Construction Investment Project Management Board - said that after a long time of difficulties in site clearance, the project has been restarted and "ance banked" to the finish line, but when the "water recedes", there are storms, so it is still not finished.
"Currently, the locality has requested an extension, only a few simple items are left, so the contractor mobilizes maximum machinery and workers to complete" - Mr. Binh said.
Previously, the project's prolonged delay had been the focus of many questions at the meetings of the People's Council of Quang Tri province. In mid-July 2025, Chairman of the Provincial People's Committee Tran Phong directly inspected the site and directed the enforcement of cases of intentional failure to hand over the site.
After 5 years of construction, the strategic road is still unfinished. Pressure on investors and major contractors, while people still hope for the day the road will be completed, convenient for travel and promote local development.
